BLIND TIGERS IN ATHENS-
We are glad to know that Mayor
Brown baa commenced work in
nest on the blind tigers that infest
oar city, and one by one these sight
less beasts are trailed to their lairs
and Captured. The "Mayor is deter
mined to break op this practice, and
will inflict the extent of the law on
all violatois, if they persist in fol
lowing their unlawful business.
Our city has been fall of bar-rooms
ever since prohibition went into ef
fect, and they were constantly in
creasing. They are run as openly
as if licensed—only using the names
of harmless beverages as a guise for
beer and whiskey. You can always
tell these resorts by the number of
half tipsy men standing around the
doors. They were making prohibi
tion in Athens a farce, for a man
could get all the liquor or beer be
wanted.
Under the old law a fine of only
$50 or 30 days on the streets was the
extent of punishment; but now un
der the new enactment, a fine of $200
or six months on the streets can be
imposed. Mayor Brown says tor the
first offence he will grade lus fine in
proportion to the financial condition
of the violator, but if a man is ever
brought before him a second time for
this offence, he will show him no
mercy.
We are glad to know of this deter
mination on the part of our Mayor-
He is in a better position than any
of Ills predecessors to enforce this
law, as his power has been greatly
extended. We feel assured that he
will act with justice and firmness.
be is utterly unfit to hold and
ting him to sets of lawlessness, the
republican party is directly respon
sible for nil the outrages and blood
shed in the South since
lion. As proof of this statement,
we nave bat to refer to the four years
of peaoe and traoqnility in lbs Sooth
during President Cleveland’s admin
istratioo, and the renewal of law
lessness as soon as Harrison took bis
seat.
Negro rule was forced upon onr
people once by yankee bayonets; bat
it will never again be tolerated. So
long as the negro remains in his
proper sphere, he will be kindly
treated and fairly dealt with ; but so
soon as an attempt is made to place
black heels on white necks, tbe

LAWUESS ACTS NORTH AND 801
The only reason why thei
more difficulties between the
and blacks in the South than North,
is 'that the negro race is so mnch
more numerous in the late alave-
hoidiog States. If the order of pop*
nlation was reversed, we venture the
prediction that there would be
teu outbreaks between the races in
the North irhere there is one in the
Sooth, - The whites of Massachu
setts, Maine, Ill|nois, Ohio or any
other Northern State, would be even

than are the Southerners. In fact,
wo believe'that were the centre of
black population in the United
States changed to the North, that in
lean titan *• IW ti»e aountry would
be plunged into a' bloody’ race war.
Thp Southern people best under
stand the negro, and know just how
to manage him. This is the only
spot on the globe where two such
distinet types of tbe human family
can abide.in peace.
But vre deny that there is any
more lawlessness in the South than
up North. In fact, a comparison of
crime in the two divisions of our
country will show that the 'South is
by* far the most .law-abiding and
peaceable section. The only differ-
enpe is, that when’ a murder- takes

In every .community there are bad
and lawless men, but they are far
leapt numerous and dangerous in the
South than the North. The only
eis, that the negroes being

If the republicans of the North
