amount of the recorded indebtedness

struck a snag when thsy went Into
the office of the clerk of the court
there, over which Mr. Charles D.
Upchurch prosides.
Mr. Upchurch stated that be bad
declined to allow census canvass
to have access to his records. His
reason for this was that work which
was wall paid for ought to be given
to North Carolina men and not to
agenta sent ont by the Federal gov
ernment from Washington City.
Mr. Upchurch says that sometime
ago he had some correspondence
with Mr. Porter, superintendent ol
,the Census Department, about the
matter. He informed him then that
the work conld be done without any
trouble supposing that North Caro
lina men would be commissioned to
do it Ho heard no more of it until
the Washington men arrived here.
When they applied at hia office for
permission to canvass the records he
informed them that he would uot al
low them to do so. Upchurch aaya
It is a matter of principle with him
and not mousy, as he does not ex*
peot to make anything by his no
tions. The remarkable feature of the
case Is that Upchurch is a Republi
can and has held the office of clerk
for many years under Republicans.
The census agents are non-plussed
. and do know how to proceed.
OHIO POLITICS.
- The death of Senator Asburue, of
Ohio, offers an opportnnity to Na
tional Chairman Quay to nse his po
litical methods in Ohio. If a repub
lican can be elected in the vacant
district the Demo»rsticginajority will
be wiped out in the Senate. The
present; System of districting the
state for congressional representa
tion is tho resalt of a republican ger
rymander, and itia well known that
the democrats intend to district the
state at once. Of course they can
not do so if deprived of tin majority
in thej senate. Once rediatrietod,
Ohio ironld probably send fifteen
democrats and fifteen republicans.
This might give the democrats a ms
jority in the next national hon8e,and
that is what Quay and the coal and
iron barons of Pennsylvania are not
going to allow if their money can
prevent it. The republican mana
gers of Ohio haTe appealed to Quay
*nd the fourth district is to be plen
tifully furnished with the “sinews
of war" They are encouraged in
this by the. fact that ex-Representa-
tive McKeever, who was first nomi
nated last fall, and on account of an
escapade was obliged to withdraw
from the ticket, ww probably try
to secure the democratic nomination
to succeed Senator AsVarne. He is
very.unpopular, and Should he be
nominated a liberal use o^money by
the republicans might defeat him.

Now let the the legislatures of the
other cotton states come forward and
back South Carolina in her deter
mination to help the farmers in their
war against the iniquitous jute trust-
There is neither reason nor justice
in the buyer deducting a greater tare
from cotton bales than the covering
and ties authorize. There is just as
much reason in making tho planter
lose half of his cotton,
demand 20 pounds tars when the
actual loss docs not aggregate fifteen
pounds. It is not right to leave the
cotton growers to fight the buyers
and manufacturers single-handed
and alone. The legislature of South
Carolina did right to come to their
aid, and if all the other Southern
states will now do likewise, not only
the jnte trast, bat the Liverpool dies

Butler’s bill to colonize the negroes;
It is argued that they are needed in
the cotton and rice fields, and no
other labor can be found to take

Gen. A. M. West introduced
a memorial in the Mississippi legis
latare asking congress to disfran
chise the negro. It declares that
“negro suffrage has failed in theory
and practice; that the efiort to cor
relate the races as equals in citizen
ship is utterly vain and mischievous
to the iast.degree,” and that in ex
change for the strife and bloodshed,
the estrangement of the races, the
intensification of the sectional
will and the unequal treatment
the colored people, the Sooth has
only received “ the single considers
lion of a certain increase of Federal
ane National representation.” The
memorialists hold that, “as enfran
chisement of the negro has proved
the main cause of the race discord,
we may reasonably expect its abro
gation to lead to at least a partial
restoration of the old-time race con
cord,” and, therefore, they pray that
jthe Fifteenth Amendment to Consti
tution shsll be annulled.? -
The number of negroes who have
left Raleigh, N. C., within the past
few months have secured the fact
that the county will go Democratic
at the next election. Heretofore the
county has always been Republican
by a good maiority.
There are a large number of men
in this division anxious to act as
census enumerators, The position
pays from $50 to $300, and requires
from a month to six weeks to do the
Work. The Supervisor says that the
dd enumerators will be given a pre
ference, where they proved them
selves suitable men.

A Lawyer in Atlanta Wishes to Praeli ce
but Can’t Do It. .. . ; y—
Atlanta, January 22.—[Special.-
A. B. Walker is the name of a col
ered lawyer, of no political party, -who
came here from Canada several months
ago. He is of no political party, as he
expresses it, because he comes from
Canadaand knows nothingabout Amer
ican politics.
I * He la in a very peculiar fix and
seeking someway out of it.
He was horn in Canada, but gradu
ated as a lawyer at the National uni
versity in Washington, D. C.
Returning to Canada, Walker settled
in St.Johns, New Brunswick, where he
practiced law for years. •
A few months ago he came to Atl&n
ta, bringing with him the highest cre
dentials from the chief justice of tho su
preme court of Canada, members of the
Canadian parliament and others.
Walker wishes to practice law here,
but he cannot, as there is a statute for
bidding any foreigner to practice in the
courts until he has resided in the Unit
ed 8tates for two years, and files papers
declaring his intention lo remain a res
ident of this country.
This be proposes to do, but in the
meantime his occupation is gone, and
he can do absolutely nothing.
Walker is trying to find some way
over this mountain of difficulties in his
path but has not been at all successful,
as the only way be can get around the
law would be to get a special act through
the legislature fer bis benefit.
Even if thiB were possible that body
does not meet until next November.
To say the least, Walker is badly ‘in
the soup.”
