Proceedings.
Richmond, Va., May 8.—The Virginia
debt question is now an interesting part
in the struggle going on in England
over Gladstone’s home rule bill. Eng
lish conservatives of high position have
applied to Mr. W. L. Royall for a his
tory of the contest in the courts between
the state of Virginia and her creditors
as an object lesson to show what may
take place in Ireland under home rule.
They think it will prove that the
nominal control over Irisn affairs, which
the bill reserves to England, will be ut
terly nugatory in view of the way Vir
ginia passed new accounts to nullify
the effect of the decisions of the su
preme court of the United States
through evasions and devices, which
acts were put in force and execution
pending the intervals of great new de
cisions from the supreme court. This
document is intended for the guidance
of the leaders in parliament, who are
opposing Mr. Gladstone’s policy. Mr.
Royall preparod such a history about
two years ago, in which ho cited all the
details in the contest. He has sent his
mnnuscript to the Conservatives, and it
will be presented to parliament at once.

the debt, resident counsel here of hold
ers of Virginia bonds.

dents, objected to the pronunciation of
“wound’’ as if it were spelled “woond,”
and his students used to hunt for chances to
make him explain his objections. One day
he stopped a student who was reading to

the most rapid means that cur be em
ployed are used in the rush and hurry
to get everything in place.
Day and night the hammer and saw
is heard, and locomotives drawing
trains of loaded oar# are every few
minutes bringing in new feat
ures and unloading many more
attractive additions to the great collec
tion of exhibits for the eyes of multi
tudes to feast upon.
But, in another 6ense, there now
stands out, full and complete, the great
est show that man ever beheld. The
vast acres of buildings in every con
ceivable style of architecture, the tow
ering spires, the magnificent domes, the
colossal columns, the wonderful arches
and a thousand other minor features
which go to make up the White City
present a spectacle which amply repays
the visitor within the gates of Jackson
Park today.
While the grounds and buildings are,
of course, intended only to house the
exhibit, yet they are, within themselves,
a show of great magnitude.
The verdict of the great throngs who
attended the opening exercises, and
who have constantly poured through
the gates since has fully justified the
foregoing and one hears on all sides the
exclamation that, after all, the most
fascinating sight was the outdoor view
of the enclosure.
Those who do go within the bnildings
;o look at the wonders thefe displayed
not stay long. They are not disap
pointed in what they find—though of
conrBe the incomplete state of many ex
hibits is annoying—but fabrics, pictures,
machinery, pottery, even the most won
derful of machines and appliances are
not what the people want this early in
the season. It is a high andra deserved
compliment that the masses are now
paying to the great genius and greater
energy which conceived and wrought
the outdoor picture. The general ver
dict is that the world ha6 not only been
ontdone but that a mark has been set
which the French, even, and they are
the world-famous experts in expositions,
will be a long time coming up to.
On the streets of Chicago today may
be seen people cf nearly every nation
on the civilized globe. Certainly no
city in the world ever presented snch a

Louisville, May 3,—The detectives
made a raid on a gang of poolroom wire
tappers, and captured W. W. Snyder,
B. Richardson. Ed Cameron and Wm.
Willard. Richardson was until recent
ly a Western Union operator at Shelby-
ville, Ky., and Cameron and Willard
aro ex-linemen of the same company.
They came here a week ago and began
laying their plans. In the afternoon
they went out to Brook Station, about
six miles from this city. They then cut
a poolroom wire, but for some reason
were not able to work their scheme as
far as known. They had their head
quarters at a large office building at
Fifth and Green streets, in the city,
and were there captured by the detect
ives. A complete outfit of wire tapping
apparatus was found on tlieir premises
there, and is believed to be the same
gang who recently worked a wire tap
ing scheme from Charleston, Ind.
Their game is to send a horse agreed on
as winner and hold the wire until after
the poolrooms have paid off their con
federates.

Lika, O., May 3.—The Lewiston res
ervoir broke at 4 o’clock a. m. It is re
ported that from 15 to 20 persons or
more are drowned. Seventeen thou
sand acres ot water were released into
the Miami valley. Great loss of life is

A STREET SCENE IN CHICAGO,
mixed mass of humanity before. And
it is worth the time spent in watching
from a vantage point the passing
throngs for a few hours.
The elevated railway, which runs
from one end of the grounds to the oth
er, ia well patronized, and is perhaps
the beet way for a visitor to spend the
first few hours—just riding around,
taking kaliedoscopio views. On the
launches that ply the lagoons all the
time is furnished a splendid means to
aee the sights outdoors, and these are
well patronized.
In order to eradicate a false impres
sion the fair officials have issued an
other circular to the public that drink
ing water and toilet rooms will be free
to all visitors at the fair. An abun
dance of water thoroughly filtered may
behad in all parts of the grounds. The
report that charges would be made for
water, said the circular, probably arose
from the fact that mineral water is sold
*t 1 cent a glass. There are also 1,500
free toilet rooms. In addition to these
are an equally large number of lavato
ries and toilet rooms of a costly and
handsome character for the use of
which 5 cents is charged.
