THE WAY TO MEET IT.
Regardless of who is responsible
for the water works mnddle, there is
one question that atarea the people
in the face. All this litigation will
ooat money and it will be in addition
t> the ordinary expenses of the city
whether it be twenty five hundred
dollars, five thousand dollar* or more.
That snm, whatever it may amount
to, will have to be met and there is
only one way to meet it, and that
to with tax money. Somebody’s
taxes will go to pay for somebody’s
errors.
The sensible way to proceed, atter
getting all the light possible on the
snbjeot and finding out jast who to
responsible for the mnddle, is to de
vise the best way out of it. There
seems to be bnt one way out and
that is the way that
common sense would dictate.
Expenses mast he cut down to
meet the situation. The cry may
ba raised that we can’t cut down ex
penses There is nothing in such
talk. Expenses can be cat down.
The expenses of the city of Ath
ens amount to over *$93 000 per
annum, and no one who examines
into the case can sty that they
couldn’t be reduced. Whether this
waterworks case had ever come up
or not there would still .have existed
the necessity of catting down ex
pease?. Under the existing state ot
affairs there is a doable necessity of
this step.
Not only expenses in various de
partments could be scaled, but sate
ries are too high to suit the times.

money stringency, when the laborer

capitalists see their incomes dwindle

them at high figures.

other subjects they cannot retrench
as well aathey cjuld if they were a

realize the situation and eoonomizo

choose the officers of government
next fall, they should be chosen np-

The second annual setaion of the
Georgia State Normal School opens
auspiciously. Athens is glad
welcome in her midst the best talent
of a most noble profession, and will
do all in her power to make this ses
sion both pleasant and profitable. A
goodly number of the teachers from
different partu of the State are al
ready here, and others will yet reach
the city and avail themselves of the
benefits which the Normal School at'
fords. Able instructors will tesch
in the different departments, and
their work will be especially benefi
cial to those members of the profes
sion who now for the first time are
permitted to share in the benefits
of the Georgia State Noimal School.
To all who may attend the session,
from the honored leaders in ednea
tional circles to the humblest teach-

Boston Herald: It may be of interest
to those of our readers who can see no
other causes than those of politios for
the present business depression of the
country to look b&ok just twenty years
They will find the country at that
time suffering under a worse businesi
depression than exists now; in faot, in
one of the memorable panics of our
national history. They will find, too,
that this state ofsff.irs followed the
most stunning defeat the Democratic
party has tustained for a generation
before or siroe. Under ;such a condi
tion of affairs it would seem that the
moit obtuse might begin to suspect that
there is something more than Demo
eratio success in politios in one finan
oial crisis.

Mr Bland is not again to go to the head
of the Coinage Committee ought to be
true.- There seems to be ao opposition
to Mr. Crisp’s re-election as Speaker,
and therefore the country may expect
that the coinage as well as other com
mittees will be made up in accordance
with the policy of the Democratic Ad
ministration and the principles enun
ciated in the last Democratic national
platform Mr. Bland has recently pub
licly announced titat he is not a Demo
crat on the silver question, and there
fore it is not to be supposed that he will
be chairman of the committee to whiob
la intrusted the shaping of silver legis
lation.
