A RESOLUTION NEVER TO FIGHT.
The Behring Sea board of arbi
tration is still sitting in Paris, and
its decisions may be anything bat
plejwant to the British people, bnt
the house of oommons has neverthe
less just unanimously passed a mo*
lution in favor of submitting to
arbitration all dispates which here
after arise between Great, Britain
and the United States.
Already three disputes between
the two countries out of which war
might* have grown have been sub
mitted to arbitrators. In the first
case, the claim of the United States
for damages because of the ravages
of the Alabama was allowed, and
Great Britain paid somewhat more
than 915,000,000 to the United
Slates. In the second, which con
oerned the everlasting fisheries dis
pute and tamed apon the interpre
tation of a treaty, the verdict was
against the United States, which
were mulcted to the extent of about
95,000,000. The verdict in the third
case, as Wb have already said r has
not yet been rendered. Theresoln

effect a declaration that, whatever
the verdict may be, it will be aatis^
factory to Great Britain as a settle
ment of the Behring Sea quarrel.'

We regret to see on the part of
some of onr contemporaries a desire
to stir up ill feeling between North
and South Georgia on the question
of offices and patronage. It is not
in keeping with the true spirit
which should role in such affaire,
and does the State no good what
ever. Mi. Cleveland has appointed
more North Georgians to office than
South Georgians, but do our brothers
of the South Georgia press believe
for one instant-that the president
based any 'of his ^appointments on
the section for which a man happened
to hail! Are we not all Georgians
and does not the honor conferred
upon Ge rgians meet with hearty
rpproval at our hands, whether the
appointees hail from North Georgia,
South Georgia, East Georgia
Georgia? The present gover-

shall be lawful to refuse any deposit of
less valoe than $100, or any bullion so
base as to be unsuitable for tbe opera
tions of the mint.”
Mr. Carlisle voted for it as the record
