WAS ANY ONE TO BLAME?
The water-works discussion has
brought out statements from all who
had anything to do with the manage
ment of the affair, viz, Mayor Tuck
and Mr. Backer in interviews in the
Banner, Mr. Nottman through a
statement by Mr. Hodgson to Gaune
cil, and the two finance committees
in their report to Council of what
they had done, and through Council
to the people.
Now the first thing well settled is
that we have a law suit on our hands
in New York, and the next is’that
its expense, taken all in all cannot
possibly.be leas ttan four thousand
dollars and may be more ; ’
It cannot be denied and it is not
denied that all this could have been
avoided. In other words, if no mis*
takes had been made the case be
tween Howell and the city would
have come up in the Clarke Superior
Court and the costs of such litiga*
tion would have been nominal.
No one can successfully dsny the
fact that the waterworks case was a
dead open and Bhut affair with the
Cartersville decision before the
courts. Mr. Nottman did not see fit
to introduce it, and he weakened his
case in our judgment when he did

Now Mr. Hodgson says that mis
takes have been made but they are
such as any business man would
have made and that no one is to
blame for the litigation in New York,
that the errors were such as could
not be seen then, but oan be seen
now. The public is not charging
that they were foreseen, but that
they ought have been seen and
avoided.
We may err in our judgment but
we cannot agree to the statement
that no one is to blame. The bonds
became needlessly tied up in New
York courts and expensive litiga
tion arose therefrom. For each »
state of affairs some-one is responsi
ble and there is no getting around
that fact. The errors may have
been and no doubt are the most hon
est in the world, and yet they were
errors and they brought about this
litigation.
The report made by the two
finance committees to Goundl and
published last Sunday, has not been
commented on until now on account
1 of other business. It was a state
ment of what part Mr Hodgson and
the present Finance committee took
in the transaction.
It may be that to many minds it
made out a clear case,' but to ours it
seemed that in its very sentences it
admitted that Mr. Hodgaon had not
followed out the instructions of the
Finanoe Committee in regard to the
plaoing of the bond money in New
Yorlc, and that at that very point
commenced the litigation now pend
ing in New York courts.
No one to blame ! We submit the
various atatomento made by thoae
having the aflaira in charge and be
lieve that a careful examination will
vindicate our position from the start
that the waterworks litigation to
New York was needless and unwar
ranted, and that the affair had been
- mismanaged to the great detriment
of the tax payers of Athens.

probable that Macon will find a candi
date. Few men have more friends in
Msoon than Congressman cabaniv, but
when the time does come a repetition of
the "old triangular fight would be
mighty interesting.”
Atlanta Constitution: The Atlanta
Constitution in commenting on the
action of the Denver Convention says:
The f riends of silver should' feel confi
dent that the justice of their cause, the
facts of the case and the arguments on
their aide will enable them to win in
the due course of events. It is not
statesmanship and it is not good oiti-
zenahi|Lto threaten to dntw the sword
if we are temporarily defeated or disap
pointed. The policy outlined by the
Denver speakers would plunge our
country into anarchy and there would
then he no hope of a sound currency or
any other reform. Fortunately, the
people cf the aonth show no disposition
to enoonrsge the revolutionary talk in
tbe silver states. They constitute the
conservative element of tbe public, and
while they are devoted to the principles
and reforms pledged In the democratic
platform, they will auffer the inconve
nience of Aelay before they will raise a
against the peace of the country
The silver men of the west should
argue the case with their countrymen
and trust to the American sense of
justice to redress their wrongs.
