face. The advocates of free silver are
too fond of charging all who oppose
them with being enemies of silver. This
is a sweeping statement that cannot be
sustained. The real truth ia we believe
that most most of those who want the
Sherman sot repealed and the coinage
of a 53 cent dollar stopped do so be
cause they want a sound and stable
currency. Silver has been all right in
the paat, and under proper conditions
will be valuable and available yet, but,
abandoned by other nations and coined
at a debased value, silver is working
much mischief, is menacing our gov
ernment finances and will close serious
trouble, if our policy is not changed.

nepotism in practice among senators,
that it characterizes as unseemly and

son or nephew, and tbat nearly all the
clerks, assistant clerks, messengers and
others who are engaged in the service
of the senate are related by blood to

jury to which the case is referred

a nswered. At present the junior secu
rities are praoticably unsalable. There
will be no market for them until a plan
of organization is made. From the talk
with Receiver Comer, published in the
Morning NtW3 yesterday, the inference
is tbat the plan of re-organization will
be based upon the earnings—not the
earnings of the past, but of the pres
ent As far as the junior security
holders are concerned, therefore, it is
important tbat there should be a good
showing of net earnings. The road is
said to be in a fine physical condition
and the operating expenses therefore
will probably be lighter than they have
been. If a fair showing of net earn
ingg can be made,' the junior s<cunty
holders may yet get something, though
not as muoh as they were offered in the
Hollius plan.

STATE’S RIGHTS INVOLVED.
Justice Jackson’s decision on the
Central Railroad case is still being
discussed and the prevailing opinion
is that it was one of the most sweep
ing decisions ever made in Georgia.
It distinctly involtes the question of
States rights, and carries with it the
force of Federalist doctrine of the
strongest kind. The situation is
simply this : Con Georgia regulate
the business of two foreign corpora
tions doing business in Georgia?
Joslioe Jackeon in his decision says
that she cannot.
The State Constitution speaks
plainly upon this subject. Its orti-
. oles on railroad- combinations ore
the bulwark of the people’s rights
against the encroaclment of corpo
rate power. They wore the work of
Robert Toombs, that great Geo rgian
who fought the people’s battles in
the Constitutional Convention of
1877. They represent a great piin-
ciple not to be surrendered without
the moat vigorous opposition.
It is not surprising therefore that
the people of Georgia should look
with alarm upon the condition of of-'
fairs existing now^ when with one
sweep of his pen, an Associate Jusa
