long conference with the premier depu
ty all day Sunday. Only at the last
minute was it decided to impart to the
press Siam's reply and the government’s
decision.
It is stated that M. Develle has noti
fied Admiral Hnmann to proceed at
once to declare a blockade.
Soir comments thus in an extra edi
tion on Siam’s reply:
“Siam concedes only the least import
ant of the conditions put by France
Her resistance is due obviously to En
glish influence. M. De valid would do
well to speak clearly and firmly to Lord
Duffertn."
It is stated that M. Pavie, the French
minister to Siam, has been ordered to
leave Bangkok Within 24-hours.

The French government has notified
the powers that she intends to establish
a blockade of the Siamese coast, with
out prejudice to other measures that
may be taken with the object of secur
ing to France the guarantees to which
she is entitled.
A council of ministers will be held at
once to decide what additional meas
ures shall be taken to insnre the obtain
ing of guarantees from Siam. Presi
dent Carnot is at Marly-Le-Boy, and the
cabinet will go there for deliberation.
The French government will make
arrangements with another government
for the protection of French subjects in
Siam during the absence from Bangkok
of M. Pavie, the French minister.
Washington, July 23 —It would not
be a surprise to those who are upon
friendly terms with Mr. Cleveland to
seethe name of John G.Carlisle sent to
the senate as justice of the supreme
oourt to fill the vacancy caused by the
death of Jnstioe Blatobford. Though
precedents are in favor of a succeeding
justice coming from the cireuit of his
predecessor yet there are many reasons,
Mr. Cleveland argues to his friends,
why he should overrule precedent and
appoint the Kentuckian.
The chief reason is that Mr. Carlisle
tTTeoognized as being the possessor of
perhaps the most powerful legal mind
in America. His appointment would
elevate the court which, unfortunately
of late, has been degenerating in the
eyes of the American bar by the injec*

Again, it is a well-known fact that
Mr. Carlisle Is not wedded to his oab ! -
net portfolio. When congress shall
have acted upon the silver and financial
questions his work other than, in a
massure, clerical duties will have been
completed. And the tenure of his
present office is bat four years, while
had he declined to resign bis seat in the
senate, he would have remained there
for life. He made a personal sacrifice
in going into the cabinet and after his
work there is completed, which will be
very soon, Mr. Cleveland’s present
intention is to set aside precedent in
such matters and make Mr. Carlisle a
justice of the supreme court.

New York, July 24.—A story is cir
culated that Admiral Kaznnkoff had re
ceived cable instructions to hasten the
departure of the Russian fleet now in
the Hudson, and that the vessels
now comprising it were to sail at once
for Siam. Captain Zelenoy, of the flag
ship Dimitri lionskoi, says that there is
no truth in this story.
