San Francisco. July 35.—Governor
Markham said concerning the appoint
ment of eX'Goveraor George O. Perkins
to succeed tbe late Leland Stanford as
senator from California;
“I believe thht t 1 have never been
called upon to perform aif official act
that has cansed me the anxiety that
this has. I have listened, to every one
who desired to express an opinion, and~
have received letters, petitions and
communications by the hundred. I can
say truthfully that no man knew what
I intended doing, for I did not fully de
termine it until then.
“As for ex-Governor Perkins, I desire
to say that he has for 30 years been
prominent in the councils of the repub
lican party. He has brought to every
position he has held a spirit and de
termination to suoceed, equalled by
few men. I believe that in this posi
tion he will reflect great credit on hir
state and his party.
The selection of Perkins Is a severe
disappointment to a large portion of the
republican party. He is looked upon as
a silver man, and to that fact and be
cause he is an out-and-out railroad
man hto appointment is considered due.
Those who know him best regard him
as a man of small calibre.

Richmond, Va, July 35—A start
ling editorial appeared in the last issue
if The R c'lmond Christian Advocate,
the leading Methodist organ in th*
sonth on the negro quest!* n, written by
J. J Lfcfforty. Among other things ho
says: - ••••' >*§;
The northern people daring the war
were drawn toward the plantation
peasantry of the south. The lot of the
fat and fun-loving negro, the happiest
working class on earth, waa for yean
pictured as a bitter bondage; the slave
was represented as longing for freedom
and during the war praying through
nights for the ooming of the national
troops. These movir g through mis
taken fancies, and much more of the
same sort, stirred millionaires and the
rioh army contractors turned virtuous.
A great sum was sent sonth for the ed
ucation of tbe negro. Its expenditure
in tbe main helped the negro. It was
wisely stated that there donations
shonld hsve a practical tarn.' We find
in nearly every southern state the
negro boys of the brighter sorts in
training Schools. * • *
In the meanwhile the negro, as re
ported, by the census, Is growing rapid
ly ss a citizm, with a home and deoent
income; a thrifty member of society.
Moreover, tbe state commonwealth be
gan after the war to tax the white prop
erty holders to educate the sons of the
non-tax paying laborers. Tbe negro
nc lived, as much for his coarse work a&
the ex-soldier of Lee. The white maa
consumed more of his earnings ia
house rent, food and olotbes, hence ha
could not spare hto son at school. Ha
needed the boy at the plow to aid in
bringing up the family. The negro
boy first learned in the technical free
schools to read and write, then he
learned in these technical schools how
to make fine shoes, buggies, saddles, etc.
Tbe newspapers reoently reported
that the private secretary to Hon. Mr.
Blount, of Goorgle, representing the
United States in the Hawaiian islands,
would shortly marry the daughter of *
rioh Uhiuaman of Honolulu. This edu
cated young gentleman and of social
standing seeks an alliance with an ex-
c ooIie- a pig-eyed pagan. Who will
dare say that the olive-oolored octoroon
and quadroons, tbe bright mulatto and
the heiresses of wealthy men of mixed
blood will not be sought in the next
century by impecanioni, thriftless and
idle yonng men of the white race? The
negro maidens are seen at oertain col
leges for women of high degree in the
north. Wheseunto will this grow?
Consider the future of the friendless
and fatherless boy of the white race in
the south. Can he pay $600 to attend
the Stevens institate in New York? Can
he command money for board and rai
ment while a student at any state
sehool withe small annex of tools and
shop? He has not money enough to
bay even * railroad ticket to such *
college. The grandchildren of war
like men with historio names, who

man has seen the harvest from the sow
ing after Appomattox. The statesmen £
among ns robbed tbe ex-soldiers of Lee
to educate black competitors of his _
children. Then northern millionaires
in hatred of the patrolled citizens have
endowed colleges i f tools and machines
to eqjip the ex-slaves to surpass and
subjugate the sons of the confederate
in the straggle for the best pa; and
pcaition in the skilled trades. It is a
condition and not a theory that con
fronts os. Thoughtful men do not con
test the fact.
