Mxcos, July 28.—At a meeting of
tlie Southern League in this city, there
was a change made in the playing of
the teams which will, it i* believed,
work well for the league. Birmingham
and Nashville had each thrown up their
franchises and Pensacola had purchased
that of Birmingham, leaving the Nash
ville team to remain for the present the
property of th6 league.
It was decided l>y the member* in
meeting that there should be two di
visions of the league, and upon motion
tbev were made as follows:
The eastern division will compose At
lanta, Augnstn. Macon, Savannah,
Charleston and Chattanooga; while the
western division will take in Memphis,
Nashville, Montgomery, Mobile, New
Orleans and Pensacola.
The clubs of the eastern division will
play against each other add the cinbs
of the western division will play with
themselves. Then the winning clubs
of the two divisions will play a series of
six games to decide the championship.
The winner of this series will then play
Augusta for the pennant.
This arrangement goes into effect Au-
gust 10, and the series will continue un
til Sept. 10, when the season closes.
The clul* will continue to play until
Aug. 10 the schedule as iixed for the
aecond series. They will then com
mence the eastern nnd western schedule
with the standing each holds at that
time.

Lokdon, July 28.—The most disgrace
ful scene in the history of parliament
during this generation occurred Thnrs
day night at 10 o’clock. That hour had
been set for the closure of the debate on
the homo rule bill.
Joseph Chamberlain, the ez-Liberal,
who is now the most venomous oppo
nent of home rule, closed the debate
against the bill. He was very severe on
the government and particularly on
Mr. Gladstone. He was jeered so loud
ly by the Liberals that for some min
utes he could not proceed. Finally he
was heard to say:
The prime minister calls ‘black,’ and
his adherents say it is good; the prime
minister calls ‘white,’ and they say it is
better. (Unionist laughter.) It is always
the voice of God. Never since the time
of Herod has there been such—.” Then
came bedlam.
T. P. O’Connor sprang to his feet and
pointing his finger at Chamberlain,
yelled “Judas!" A great cry followed,
and the epithet was taken up by the
Irish members, many of whom cried
Judas!” While Mr. Chamberlain stood
and looked dazed.
About this time, Edward Logan, lib
eral, made an assault ou Edward Car
son, Tory, and in a moment there was
a scene of confusion impossible to de
scribe.
Tim Healy’s hat was smashed over
his eyes. Tearing it oil he sprang like
a tiger into the surging mass of scuff
ling members, dealing powerful blow <
right and left. He knocked Mi.
Hanbury, Conservative, clear ui -
der a bench. William Redmond floored
Colonel Saunderson, of Ulster, the man
whom the Irish members hate most
heartily, and there were dozens of mem
bers on both sides striking ea ;h other.
Mr. Gladstone watched the disgrace
ful scene witn an impressive expression
of s&dness. He was jeered and tannted
by the conservatives during the fight.
When order had been restored by the
speaker, who had been called in for
that purpose, statements of what had
occurred were made by Mr. Mellor,
who had presided over the committee.
After statements by Mr. Gladstone,
Mr. Balfour, Mr. Mellor and others,
Mr. O’Connor apologized for having
hurled the epithet -‘Judas!” at Mr.
Chamberlain, the speaker advised the
house to proceed in a more decent man
ner.
The home rule bill was then adopted
as amended by the committee, and
dered reported to the house ou tue 7 th
of August.

have demonstrau d that our municipal
affairs have not been managed satisfac
torily to our people and, as many think,
not for the best interests of our oity,
and certainly not in accord with the
bard times that are upon os. General
taxation has been kept op to the full
extent of the law; specific taxes have
been levied in addition to the regular
tax assessments; salaries have been in
creased, notwithstanding our whole
people are oppressed with a financial
stringency, the like of which wes nev
er before felt in this country! Expen
ses of oar city government have been
gradually aid steadily increased; loc 1
political issues which should have beeu
relegated to the past have been kept up
as living issues, thereby creating parti-
sauiam, di-sausion* and distg eemen'e
which have stood in the way of that
harmony and concert of action and en
terprise so necessary for the prosperity
and advancement of^op.r city. Thete
are grave, serious and important mat
ters for yoor consideration, afftotlog
the greatest and highest interest of our
city, and should receive your deepest
ooncern and your m08t positive and de
termined action.
Now, the writer begs to make this
suggestion as the surest and, perhaps,
ahe only way hy which these evils may
be remedied and that reform inaugu
rated eo necessary for a bettered condi
tion of our municipal affair* and which
our people generally eo much desire.
It is this, let a day be appointed for
general mass-meeting tl our merchants,
business men and tax-payers generally;
and then let everybody turn out, and in
that meeting discuss the affairs cl our
town fully, and then and there lay
down such a platfoim as will meet the
exigencies tf the case; that will oon-
form to the requirements of the times;
that will meet the demands of our peo
ple, and which will bring about the
muoh needed reform. Then upon this
platform nominate some good man for
mayor, and upon consultation and co
operation with the voters in the re
spective wards cf the city, see that
good men are selected for oounoilmen.
Then let our whole people go to work
and see to it that this ticket is elected.
This is the way, and the only way, in
which refi rm oan be brorght about,
and the sooner our people determine
this matter in their minds and go to
work to set the movement on foot, the
sooner will the good work be accom
plished. Citizens, will you move in
this matter of so much importance to
our city and our whole business inter

Topeka, July 28.—The latest infor
mation which has reached the governor
leads him to believe that the coal mine
crisis has ended. Fred J. Close, hie
private secretary, has jost returned
from Weir City, where he had been
several days, and after a long confer
ence with the governor the orders to
the militia were relaxed. It is not now
believed troops will be needed. Close
believes the backbone of the strike is
broken. The governor hope* to dismiss
the troops soar.
Railroad* Preparing ta Co***lld*l*.
Springfield, Ills., July 28.—Resolu
tions of the stockholders of the Chioago
and Texas and Carbondale and Grand
Tower Railroad companies has been
filed in the office or the secretary of
state here. They authorise a bonded
indebtedness of $2,51)0,000, payable in 40
years from date. This is to be used for
the improvement and extension of the
roads named, and the action is prelimi
nary to their reorganization and consol
idation.

at 4 o’olock, and after a delightful ride
through fields of waving grain, just
blessed with most refreshing shower*
we reached oar destination.
The writer, who is stopping with Rev
Fred W. McClesky, reached that place
just after a heavy wind had filled his
yard with large limbs of trees, blown
down just before we reached there, and
it began to make us feel a little ill at
ease and watch the clouds, for fear of
another outbreak of the tempeat.
Rev. W. P. Lovijoy preached the
opening sermon of the conference last
night, and it was pronounced one of
the moat cff .otive and powerful ser
mons of hi a life on tbe theme, “We are
D <htora to all Men."
The people of this delightful old town
are untiring in their efforts to entertain
the delegates.
This morning some thief broke into
Rev J J. Ansley’s house, tbe preacher
of tbe Methodist churoh here, and stole
therefrom the provisions he had se
cured for this oocasion. The whole
town Is aroused over this- daring piece
of thievery, and blood bounds are after
the eooundrel. He was seen and known
to be a negro.

room with a breaking out on my leg which my
