grounds yesterday morning and was at
once an object of curiosity with tae

and sought Sheriff Wier, to whom he
lelivered himself up.
Tbe bond in bis case was fixed at two
hundred and fifty dollars and was signed
by Mr. Thomas P. Vincent. Barfield
tbeu went to bis home.
He stated that he bad never had any
idea of rui ning away but thought it
best to hide out for a while before giv
ng himself up.
He said he regretted the iff Air very
much but that he was obi g«d to do
what he did in order to save bis own
life.
His trial will come up before the next
Sugerior Court.

mont is considering the advisability of
abolLshing the commissary depot* in
New York, Chicago au<l Washington.
A decision upon this matter is expected
upon his return from New York.
The army ordnance department will
soon begin competitive tests of smoke
less powder in the 8-inch sea coast guns
at the Sandy Hook proving grounds.
Orders far-his powder have been placed
with five firms, for about 10 f odi charges
for this caubre gnu.
Samples of smokeless powder for field,
siege nud sea coast gnus of other cali
bres have also been secured by the ord
nance depc-tment, and their test will
soon take place. Experiments for the
8.3-iueh field gun are now in progress
to discover the best smokeless powder
for this gun, and also the best cartridge
case for fixed ammunition.
The equipment board of the army, in
experimen- ing with alumuinum for
army purjioses, has found an alloy,
wnieh it believes may make the metal
stiff enough for use, and some utensils
made of it are now being manufact
ured. They will be at once sent out for
test.
The war department has received
from Capt: in Evans, military attache at
Berlin, a l: - ge number of atom ilium ar
ticles now in use in tbe German army.
The alloy they contain is kept secret by
the German authorities. Among the. ar
ticles are aluminum buttons, meat cans,
drinking enps, bridle bits, canteens,
cooking vessels, and teut fittings. They
are extremely light, and are, according
to Captain Evans’ report, very durable.
It is the intention of the department to
contin tie it experiments with this metal
until it has obtained a sufficiently strong
alloy from which can be manufactured
the greater part of the equipment of the
soldier.

Labor at New York in the oonstruo-
tion of ships is far more expensive to
the govern riant than at Norfolk. Sec
retary Herbert, in his annual report to
congress in December, will show that
the hall of the Cincinnati, built at the
New York navy yard;'although exactly
similar to that of the Raleigh, built at
Norfolk, cost 9100,000 more, due to the
fact that wages are higher In New York
than nt Norfolk.

pleted and have undergone their official
inspection, pressure., u being brought
upon the secretary to order speed trials
for them, but so far as can be learned,
the secretary has taken no action look
ing to the istuSnce of orders for such
trial*.
Reparations are being made at the
navy department for putting in com
mission the new cruiser Olympia, which;
ttboui the first of the new year, will be
roady to receive her crew. The depart
ment’s bast efforts are directed toward
securing a full crew for thi . vessel. It
lias been decided to put the Chicago out
of commission immediately upon her
return to the United States, and her
men will be shipped to San Francisco
and assigned to the new cruiser. The
Chicago w.il probably arrive borne about
the latter part of Decemlier.
In the annual report of the bureau of
navigation, attention is called to the
absolute necessity of legislation permit
ting the eu'Lstment of more men. Sec
retary Herbert’s report also contains a
long statement concerning this matter,
and a recommendation that the present
laws be so amended that the navy can
make 2,000 enlistments.

ion of the supreme court, granting the
extradition to England of Jabex Spencer
Balfour, absconding head of the Liber
ator association and au ex-member of
parliament, has greatly surprised lead
ing lawyers in this city. They say it ia
contrary to all precedent, aud makes the
treaty retroactive.
Balfour did not expect such a result,
but say* he bows to the inevitable, and
may make a statement which will not
move agreeable to some persons now in
England. The government will have
him brought here from Belts and giv
en into the custody of Inspector Ton
bridge, of the London polioe. They
may sail on Nor. 15 by the mail steam
er Danube.
The supreme court’s decision i& baaed
on the law of 1885, which provides that
.he gov-
crument making the request. This is
irrespective of treaties, which ere oou
sidered mere forms to comply with the
requisites of Argentine law. The de
cision of the bench is unanimous.
Several other American and European
defaulters who have taken refuge
this republic are feeling very much de

into the General Aasemby passes and

The sessions will then be on the third
Mondays in February, May, Augost
