free, liberty loving people, where peace,
honesty, happiness and good order found
a welcomed abiding place, is fast becom
ing the abode of anarchism, socialism,
communism, and general national dis
cord and distrust.
This of course found not its origin in
the minds and manners of liberty loving
Americans, but lias sprung from that
incongruous element, which in one way
and another lias been invited and in
duced to leave their foreign homes and
ilant themselves in our midst. While
iking a country of greater freedom
protection, they nevertheless come
o our shore prejudiced from their youth

rebellious spirit against any form of

objects thereof such restrictions as are

ons ? The answer is easily given

constitute a controlling power in our
congressional halls, hold their seats in
our American congress bv a foreign
vote.
Another evil quite as great and of a
most dangerous and discordant nature,
is the ease and readiness with which
this imported element in our American
society become the tools and engines of
designing and mischief-making dema
gogues.
This is a serious question and it must
be admitted one not without its trouble
of certain, wise and just settle
ment, yet it is one so alarming
its nature and extent
should receive congressional attention
without further delay or hesitancy.
There are many good and worthy for
eiguers that we may safely and gladly
welcome to our shore. Those who come
to cast their lots honestly with ours
those seeing bettered conditions and
better opportunities; those who come to
help build up and not to pull down
It is the undesirable foreign element
which seek American homes under our
too free and unrestricted immigration
laws, in many instances outlaws in their
own country and exiles from a govern
ment- which will no longer tolerate their
outlawry and rebellion against the peace
and good erder of society and the re
straints of government.
It has been predicted in the past that
America in her rapid and gigantic
growth would ultimately Americanize
Europe. It does not look that way now,
but rather that Europe is fast de-Ameri
canizing America.

terial welfare, and in all of those insti
tutions which are now justly the boast j

lined several needed enterprises of our
city which will add greatly to our con-1
venieuce and advancement and which
are of easy accomplishment if our people
will ouly act harmoniously and co-ope
ratively in furtherance thereof.
Nothing in our judgment would be
more unfortunate at this time, orttnd a
greater hindrance to these progressive
enterprises which all so much desire and
which will prove of such incalculable
public good to our city, as a heated and
hotly contested municipal campaign
which will antagonize, perhaps embitter
and put farther apart our citizenship.
Now for the sake of harmony and good
feeling; for the bettered conditions in
our municipal elections; for the pro
gressive interest and general welfare of
our city, we would most respectfully
suggest and admonish that our good cit
izens get together in some approved
manner, rather than in a heated primary
where existing evils and dangers cannot
be remedied or averted, and center upon
good men as candidates for the respect
ive municipal -offices and then let the
whole people elect them without dissen
sion and with harmony and utmost good
feeling. This unquestionably will be
best for our city, best for the candidates
themselves, every one of whom it is to
be presumed will yield gracefully to the
will of the'majority, assuming as we do
that uo well-thinking and self-respect
ing man desires to bold an office unless
the majority of his constituency desire
him so to do.
Let harmony prevail, let good men be
selected and elected to office, let ns all
pull together for Athens, and onr growth
and advancement will be a matter of
pride with every Athenian.

ELECTIONS.
From the announcements already
made by the candidates for mayor, and
the announcements for aldermen from
the different wards, of onr city, which
will undoubtedly follow, it would por
tend that Athens is to have another
spirited and hotly contested campaign
in the selection of her public officials.
It is upon this question and in the inter
eet of no candidate, but for the general
good of Athens and the numerous can
ditates themselves, that The Banner de
sires to say a word and make a sugges
tion. *
For the past several years our muni
cipal elections have been conducted with
such spirit, in snch manner, and with
such bickerings and hard feeling, as has
not been for the best interest of onr city,
or altogether creditable to ns as a high-
toned, progressive and exemplary com

$191.53 per capita.
Any one who wields the power which
Masonry gives him and excludes from tho

objection violates his Masonic obligations,
is a foe to Masonry, false to every principle
of duty und right and unfit to belong to
the craft.
The craft in Massachusetts has been
enjoying a season of centennial celebra
tions of the organization of many lodges
in that grand jurisdiction.
In West Virginia no lodge can pass by
laws denying a member tho right to vote
by reason of arrears of dues except to be
tried und suspended for the same.
The fees for the .Scottish Hite in the
southern jurisdiction are higher than in
the northern and should he equal. They
are from the fourth degree to the-thirty-
third degree, inclusive, $300 in the north
ern und $880 in the southern. This will
account for tho greater growth of tho rite
in tho northern. The disparity is still
greater in the matter of annuul dues.
Bro. P. B. Cornwall of Sun Francisco
is credited with bringing tho charter of
the first Masonic lodge started on tho Pu-
oific coast for Multouomah lodge at Oregon
City, Or., 51 .years ago. The lodge was
obartcrcd by the grand lodge of Missouri.
In New York city there are 167 lodges
and 93,854 members. In Brooklyn there
are 55 lodges and 8,940 members, gpking
'a total ef 32,794. The average member
ship of the 222 lodges in the two cities is
147, in New York 142 and in Brooklyn 162.

ual” has at last been completed, and the
bonk has been pronounced by military ex

Supreme Commander John H. Karl re
ports that the first oommundory in Dakota
will bo instituted at Jamestown and the
second at Fargo.

The Red Men of Georgia are flourishing
and spreading like a green boy tree. Great
Sachem White is a hard worker, and he is
ably supported by all of the officers of the
order.
