AFFAIRS.
Now that the municipal election in '
our city is beginning to engage the at
tention of our people, it would he well
to consider such changes as would be <
for the improvement of our municipal
government.
In casting over in our mind the many
improvements which might, with ad
vantage be made, none strikes ns so
forcibly or as being of greater necessity
than a change in the manner of select
ing our policemen.
Not to be understood as making war
upon our present police force, yet it is a
fact known to all of our people, that for
some years post our municipal elections
have been so conducted that the success
of candidates lias been made largely
contingent upon who was to be police
men as well as to who was to fill other
official positions in the make np of our
municipal organization. Under such a
condition of affairs as this we can never
hope such a government as all well-
regnlated cities should have and of ne
cessity must have. The official posi
tions which are subordinate to our mayor
and council should never l>e mixed up in
l^ditics and until such provisions are
■made as will surely and successfully
Kavoid this evil, we cannot hope for these
^raitions to be filled at all times, as they
^^kuld lie, solely upon merit and qualifi-

mony Grove.
Yesterday while attending to the re
pairs of some machinery at the Harmo
ny Grove Oil Mill, Mr. T. F. Grimes, a
machinist from E. Van Winkffi’s shop in
Atlanta, got his arm badly torn np. The
injury was painful bnt not serious.

Kansas City, Mo., Sept. 14—Sabine
City, Texas, is still shut out from the
other work, as far as can be learned at
this point this morning, and rumors to
the effect that a tidal wave has wrought
great havoc there as well as at other
nearby gulf towns, are unconfirmed.
The following came over the Pitts
burg and Gnlf wires today from
Shrevesport, La., from George M. Craig,
general town site agent of the road, who
has just returned from Sabine City .
“About ten people, including Betts &
Moore, tug and lighter owners were
drowned. Three tugs, one scooner and
nearly all the small boats anchored at
the town were either sunk or stranded.”
“All of the substantial buildings in
both old and new town rose to six feet
and in the new town to four. No names

duty it shall he to elect or appoint all of
our police officers, and have entire juris
diction over all of our police affairs.
This commission to consist of five mem
bers, one from each ward and one from
the city at large, who shall be elected by
the City Council at its first meeting
after the passage of the act, and to hold
office for the following terms, two for
the term of one year each, two for the
term of two years each, and one for the
term of three years. The successors to
the commissioners first chosen to hold
office for three years and to be selected
in the following manner: Upon the
expiration of the term of office of each
commissioner, the remaining commis
sioners whose terms have not expired to
nominate the successor to the commis
sioner whose term has expired, which
I nomination shall be approved or
rejected by the mayor and council
(| of the city of Athens. If the
mayor and council should reject any
> nomination so made, said commissioners
to continue to nominate until a nomina
tion is approved by said mayor and
council.
Tit order to take this police commission
entirely out of politics this bill should
provide that no person holding office or
position under the charter of the city of
Athens or any officer of the county of
Clarke sliall be eligible to be chosen as a
commissioner during the term for which
he was elected to such office or position.
This hill should further provide, that
all persons chosen as such police com-
, missioners shall for the time for which
, they are chosen and for the term of one
year thereafter be ineligible to election
to any office under the charter of Ath-
: ens, or to any office in the county of
Clarke.
It is true that this commission will
have to be salaried, but wheu
sider the good results that will unques
tionably flow therefrom, we presume no
well-wisher of our city will raise au ob
jection on this score. Let our charter
^ be so ameuded and the commission he
raised and our city will have made a
1 long stride towards remedying a long-

W. HARRIS DISAPPEARS.
Atlanta Man Has Been
September 5th.
Atlanta, Ga., Sept. 14.—M. A. Harris,
au insurance agent living at 207 White
hall street, is missing from his home and
the police department lias been asked to
make a search for him.
Harris has been au insurance solicitor
for some time, and is well known in in
surance circles as a hard and successful
worker. He lias been missing since
September 5, and no tmee of him has
been found by his friends.
Harris left his home Sunday morning
a week ago, and disappeared as though
the earth had opened np and swallowed
him. No one Inis been found who has
seen him since he left his home, and his
indeed a mysterious

Rutledge, Sept. 14.—Dr. Bell, who
made the examination of the body of
Thomas Johnson, wlio was so brutally
treated by R. H. Rickerson, says he had
uo such disease as Rickersou told the
jury and that the bruises found on and
over the body could have produced
death.
Since the jury adjourned another
white boy whom Rickerson had in cus
tody lias left and tells that on Sunday
night Rickerson made the negro Ah
Johns heat Johnson and he (Rickerson)
also heat him unmercifully.
The grand jury could not find suffi
cient evidence upon which to indict
Rickerson.

coarse the tops are to be cut off. If the
cellar is not dry and warm, they will
