OUR FIRE ALARM BELL.
Why is it that our fire alarm bell can-
ooi' be fixed? Again on yesterday morn
ing the fire alarm was sounded from one
of the upper wards of our city and the
bell failed to record the ward or section
of the city where the fire had broken
out. In this particular case it did not
matter much as the fire was of small
consequence and was soon extinguished.
But this defect in our city fire alarm bell
unless remedied may yet prove a matter
of serious consequence. It does seem
the trouble could be easily remedied,

England for her own monetary power
was the first nation of the world to
demonetize silver, only using the white
metal to protect her gold power, and
this policy she does not propose to
surrender at the suggestion of America
or any other country. Under the char
tered provisions of the Bank of England
she hits always used more or less silver
as her necessities, for more effectually
maintaining her gold standard, have
obtained and this policy she will not
likely depart from. Hear what the
governor of the Bank of England bits to
say:
“London. Sept. Hi.—At the semi-an-
uual meeting of the Bank of England
today Sir George Sandcman, the gov
ernor, said : ‘You art* possibly aware
of the ]iro]M>sals laid before the govern
ment in the summer by the United
States and France, by which this coun
try might increase its use of silver as its
contribution to an international agree
ment, and while not affecting our gold
standard might enable the mints of
France and America to resume free
coinage. Among the proposals is one
asking the lsink to hold the amount of
silver permissible under the act of 18-1-4
as against its notes.'
“The governor then read the letter
dated July, addressed to the chancellor
,of the exchequer. Sir Michael Hieks-
:h, as follows: ‘Referring to our
ersation, we beg to say the bank

There is no

domestic legislation. As to the country,
the people receive the profits < interest)
of their savings when such are used as a
public investment. The increased
wealth, arising from deposits and accu
mulated interest, is kept within the
country itself and not sent abroad to
swell the wealth of another country.
By the wide distribution of repay
ments, money thus invested can
promptly reach points needing it
suddenly from local causes. In
remote places stringency from tco
limited ordinary bank facilities is pre
vented or lessened. The laboring peo
ple are taught to feel a direct personal
interest in the stability of the country.
(Is there anything that can tend more to
solidify a people tliuiPu people’s Tmiver-

among the less intelligent classes is les

vestment the people's savings might be
made the foundation of securities for
certain other financial institutions of a
trustworthy character, or loans for mu
nicipal improvements, or special national
undertaking.”
If there were no other sound argu
ments in favor of these banks, the fol
lowing from the “Cosmopolitan Maga
zine” of last March would he deemed
sufficient. The editor says: “I have
discussed the postal savings hank system
with many bankers, and have never
found positive objection from those who
would taketlie trouble to go carefully and
disinterestedly into iis provisions.
Last winter, three weeks sjient
ill Washington were largely
consumed in engagements with
the more prominent men in the senate
and house of representatives going over
the Postal Savings Bank bond. I do not
recall an instance where there was
shown decided opposition. On the con
trary t lie idea seemed to he already fa
vored by numbers of the ablest men in
both houses, and when the proposition
was submitted to new ears, it seemed to
tL
bring immediate adhesion. On every
side it was said to me that the Ntw
York banker controlled the situation u
congress, or at least had power (o pre
vent new legislation. “If you will go
back to New York and bring with you
the}* said, the approval of the leading
bankers of that city, this measure can
be put through in the shortest possibly, .
