ment, whereas, he urged, the proba
bility was that the vast majority of this
class would be able to read, write and
satisfactorily interpret any section of
the constitution of the state.
Atlanta, Ga.. Nov. 4.—The boose
committee on oonstitntionsl amend
ments met yesterday afternoon at the
capitol and after a thorough discussion
of the ballot reform measure by Mr.
Hardwick, of Washington, voted to
recommend the passage of the bill to
the house.
As to the provisions of the proposed
amendment the members of the oommit-
tee wero a unit with the exception of
Mr. Harrison, of Quitman, who made
a strong though ineffectual argument
against the disfranchising of the negro.
There is no question but what the fa
vorable recommendation of the com
mittee will go far toward carrying the
bill through the house, while the friends
of the measure are satisfied that the
more numerous body.
The prevailing sentiment in the com
mittee room where the discussion pro
ceeded dispassionately was that the
time had arrived for throwing from the
ballot box the vote of fraud and illit
eracy and for defining a standard of
citizenship that should be observed and
carried out to the letter. There was no
desire on the part of the author of the
bill or the members of the oommittee to
hide the purpoee of the measure. Rep
resentative Hardwick stated frankly in
reply to a question that his object was
to dispense with the ignorant, purchase-
able negro vote. He showed'by census
statistics that lees than l per oent of
foreign born citizens of the state would
be disfranchised under the bill. This
percentage was based on the proposl-

The house committee had made every
neoessary arrangement to render the
reception a perfect success, and their
labors were rewarded.
The. parlors of the Athenaeum were
crowded with members long before the
hoar far the reception to begin. The
time was passed most pleasantly in eon-
venation, and upon the arrival of the
distinguished guest of the occasion, he
was introduced to all present.
All then adjourned to the upper floor
of the club house where a most tempt
ing repast was enjoyed, at the conclu
sion of which the mdster of oeremonies,
Mr. James F. Hart, introduced the
speaker iff the evening.
Lieut. Commander Hodgson told of
the battle of . Santiago in a most inter
esting manner. The talk was
informal than usual, which added to the
charm of the lecture. Daring the lec
ture a number of questions were asked
of Lient. Commander Hodgson and the
required information given.
This reception was a delightful affair.
The members of the Athenaeum were
glad to have the privilege of hearing the
lecture by this distinguished son of the
Olaasio City.
Lient. Commander Hodgson will leave
tomorrow for Newport, R. I., where he
has been assigned to duty at the torpedo
station located there.
The University trustees at their last
session in this city practically decided
to establish the department of Pedagogy
in the University.
They discussed the question of elect
ing a professor for that department at
their recent session in Atlanta, bat came
to the conclusion that they had better
defer action.
The new professor will be named in
all probability at the session of the board
of trustees in this city next June.
The names of several prominent Geor
gia educators are being mentioned in
connection with this chair in the Uni
versity.

“The Little Host,” the play which
Manager Junius Howe has acquired as
the vehicle in which to present Oorinne
once again to our theatre goers, was
constructed by Edgar Smith and Louis
DeLange, the colaborators who have
furnished Weber & Fields of New York
City with all of their successful pieces.
The comedy element is exceedingly well
worked out, the musical numbers inter
spersed throughout are good and the
play is distinctly bright, tuneful and
well staged.
