north that tried very earnestly to con
vince the country that lynchings in the
south of negroes guilty of criminally as
saulting white women were responsible
for the assassination of President Mc
Kinley, have abandoned the effort be-

people would not tolerate an idea so
absurd. They were quick to see that
there was not the remotest connection
between lynchings and the crime com
mitted by the anarchist Czolgosz.
Lynch law is not known in Europe
yet it is there we find the hotbeds of
anarchy and it is there that anarchists
show the greatest activity as is evi
denced by the assassination in recent
years of King Humbert, of Italy, the
Empress of Austria, President Carnot
of France, and the Czar of Russia. In
new of these facts the northern news
papers discovered that it was useless to
contend that lynching inspired anarchy
and they dropped the matter. Anarchy
is the implacable foe of all law and gov
ernment, but lynchings, no matter how
repieheDsible and deplorable they may
be, occur only when the law is outraged
and crime of an especially revolting
nature runs riot in defiance of govern
ment and to the detriment of the peace
and order of society.
It would perhaps be better if there
were no snch thing as mob law, but
under certain conditions it is certain to
prevail and especially when it becomes
apparent that the machinery of the
courts is uuable to suppress crimes of
inch a nature as to infuriate the people
and cause them to take back into their
own hands the law which they delegated
to constituted authorities.—New Orleans

The question has been raised often as
to whether a person can be punished for
the purchasing of votes in a primary
election and the uniform decision on
that subject has been that he cannot
The law does not refer to snch an offense
and does not in that regard place the
primary npon the same footing as gen
eral elections.
But the matter having been submitted
to Attorney (leneral Terrell, that officer
finds a new way in which the offender
may be reached.
Attorney General Terrell was asked
abont the matter and in looking over
the penal code for information npon
whioh to base an answer, discovered
some qneer things abont the laws con
corning primaries.
He fonnd, first of all, that to repeat at
a primary was as grave an offense as to
repeat at a regular election, and that to
vote at a primary in the face of legal
disqualification was quite as bad as to
do a similar thing at a regnlar election
Then he fonnd that the state law was
absolntely silent npon the subject of
baying votes at a primary.
And then he found a law which em
powers the managers of primaries to
frame almost any sot of rules for Us gov
ernment that they see fit, and makes
the violation of any of these rales a mis
demeanor.
Wherefore, the attorney general says
that while there is not a specific law de
daring the purchase of votes at a pri
mary a crime the law which empowers
the managers of a primary to frame laws
for it* proper conduct amounts to the
asms thing, inasmuch as the managers
can role against the purchase of votes,
