Alarmed at the general indignation
against the late session of Congress be
cause of its colossal appropriations of a
billion dollars, the Kepnblican editors
are endeavoring to neutralize the disas*
terons tlfects which art certain to flow
from this outrageous and unprecedented
extravagance by seeking to fasten pait
of the responsibility on the Demacratio
members. This is contemptible political
paltroonerv. On every committee which
had anything to do with the expendi
ture of money the Democrats were
in a minority, as they were all the
other committees. They had next
to notl ing to do with framing the
bills depleting the treasury. On the
tioor of either branch of congress they
were powerless to defeat a single item
in any one of them. Republicans plan-
ned the foray on the pockets of the peo
pic, and a Republican President wrote
hie signature upon the plundering meas
ures without uttering a single protest or
making the '.east threat of breaking up
the predatory carnivnl by sending in a
veto. From first to last it was a Re-
publican raid.
Suppose the figures had come out the
other way, on the side of ooonomy in
stead of wanton waste, would the Re
publicans be willing to share with thoir
opponents the credit for it? To ask the
question is to answer it. Between polit
cal parties, in qnestions of this charac
ter, there can be no division of respou
sibllity. If they were party government
would mean nothing, and sooner or
later it would be abandoned altogether.
Men won .d cease to array themselves
along antagonistic lines of polioy, and
lethargy, the most fatal condition
into which a free people can fall, would
take the place of political activity, the
only Bnre means ever devised for the
preservation of popular liberty. The
same rule obtains in England, and in
every ether country blessed with repre
sentative government. Kvery act is the
act of the majority—never of the minor
ity. Sometimes, of course, party lineB
particularly in great crisises, when patri
otism and the highsst Interests of the
State command that all should be

temptation to tap it. They have done

now take the responsibility. The bil
lion-dollar appropriation in a single see
sion is their work, and theirs alone.
