members of the city council taking ac
tive steps toward the erection of a new
city hall There is nothing that is more
badly needed in Athens, and nothing
will be as much improvement as the
new building will be over the present

ters of our progressive and enterpris
ing oity, and will he the canse of general
rejoicing to our people that the old
building will soon make room for a
handsome new strnctare.
As The Banner set out some months
ago, the real thing to be done in this
matter is the erection of a new city hall
and a court houBe jointly. We mean
by jointly, theereotion of one structure,
to be dlvived as absolutely as if the offi
cials of the city of Athens and the
officials of the connty of Clarke, who
wonld occupy the building, would be as
effectually divided as If they were in
different portions of the city. It oan
readily be seen that the erection of Buch
a building would insure the erection of
a building that would be great deal more
imposing than either the city or county
could erect separately, By suoh an ar
rangement the city of Athensconld take
the present court house building off the
hands of the county at a reasonable
price and use the building as a school
building. And just here, it might be
said that a commodious school building
must be erected in the portion of the
city where the court house now stands,
sooner or later, and probably soomr.
The jail and the residence of the sheriff
might be left where thoy now stand
without any inconvenience to speak of

The Banner yesterday, that the city will
erect a city hall at a cost of $50,000 if
the present plans are carried out, ai d
the city and connty do not build to
gether. This is as it should bv. As a
new city hall must be erected, the city
fathers should see to it that a good one
is erected. It should be a structure that
will be ample for Athens for many
years to come. It should be in keeping,
proportionately, to the new government
which will soon rear its bead within a
stone's throw of the city hall site, no
matter which of the several sites offered
for the government building, is selected.
This is a progressive era. We are mov
ing at a rapid rate and soon Athens will
be more than double its present size.
These things must be taken Into consid
eration in making of all of onr plans
A large majority of the people of Ath
ens will, in onr opinion, heartily favor
the plan to erect a city hall bnilding to
cost $50 000, as to be suggested by coun
cil, as against a building to cost less
than this amount. It wonld be a mis
take to pnt np a building to cost less.
We are yet hopefnl that the connty
commissioners and the member of the
city counoil can get together on some
plan that will bring the court house
down, and at the same time give ns a
new city hall, but if not, we must have
the oity hall.
Among Democrats of all shades of po
litical opinion in the Btate of New York,
the feeling is becoming stronger every
day that it can be rescued from Repub
lican control this fall by the defeat of
Governor Odell. “Boas” Platt, as may
be naturally expected, pretends to be
full of confidence that—to use his own
favorite expreesion—”a yellow dog"
running on the Republican ticket conld
be elected, but that crafty politician
nearly always expresses precisely the
reverse of what he really believes. The
faot is, the Republican party In the Em
pire state is very far from being harmo
nious. Platt's old popularity is but «
shadow of what it was, and the feeling
is pretty general that it Is time for him
to retire permanently from the field, let
some one else take command of the Re
publican maohine and control its mon
ey-making possibilities when the oam
paign contribution bat is passed around
to the directors of t he great oorpora
Hons who desire to be tenderly dealt
with by the Albany taw-givers. Odell,
very early in his administration, show
ed his independence of Platt, and ever
since there are two very distinctly
drawn lines within the Republican ranks
—Platt men and Odell men. Apparent
ly they dwell In the sweetest harmony,
but the knives may flash ont at any
time and blood flow. Then there is
President Roosevelt. He wants the
support of all factions in 1904, and is
politician enough to pay court to all of
them, Platt gets the patronage but
Odell is to share witli Roosevelt the par-
its of the chase in th 1 Adirondack wil
derness in the hot August days. By
November, however, Mr. Platt and the
President may think it best for their
j-lint interests 10 see Mr. Odell back in
his native Newbnrg instead of in the
state house.
Iu Pennsylvania, the Demcoratio pros
pect is excellent. There the battle is
against ‘ Cronyism," and ex Governor
Pattison, the Djmoo ratio candidate,
nnqaestionably the strongest man who
conld have been selected to lead the
assault against the continuance of a po
lineal regime which is a disgrace to that
State and a blot open popular institu
tions. Pattison made an excellent gov
ernor of that common-wealth, one of
the most upright it ever had, and ri
rests with the people to give him an op
portunity to do so again. From many
points of view, the battle there will be
one of the most remarkable of the year.
National questions dc not enter into it,
so that all who desire decent govern
ment will not be disrraoted by extran
eous issues. This is the wisest course
the Democrats them conld have pur
sued and, while strictly speaking, the
election of Pattison wonld not be a
Democratic triumph in a partisan point
of view ; it wonld be so magnificent a
victory for pure, dean government,
that it would help the party every
where.

The city primary for Atlanta has been
called for Nov. 4th. ThU will enable
the candidates who are in oonfliot with
the laws of the state to have those little
matters straightened out beforo the pri
mary by the general assembly.
The Banner’s dot contest will close Monday.
A few more days and then The Banner’s dots will censo to be a mat
ter of public interest. The contest has been wonderfully interesting
from start to finish and a large number of new subscribers have been
added by this means.
For the next few days is olTerod the last chance for those who wish
to submit- guesses on the famous puzzle. All subscribers who wish to
take advantage of tho opportunity to lie compensated for paying
their subscriptions, or all parties wishing to subscribe to The Banner
and have a chance at the $50.00 in prizes olTered, will have to hnrry.
The sooner the answers are all in tho sooner tho w ork of counting

That interest in the puzzle has not lioan confined to Athens has bee n
shown by the auswers received during the present week. Tho news of
t he dots has spread to outside places, and answers have been received
from many other towns and cities throughout the state. This place,
of course, has justified the popularity of tho puzzle, and responded
with increasing interest each day. With the clone of the contest,
there is a great rush on the part of the people who have been care
fully studying out their solutions and making repeated trials to in
sure more possibility of success.
It is rather amusing to see t he wide difference in the answers that
are now coming into The Banner office. Somebodj - is guessiug, and
the auswers indicate that a good many somebodys are gassing.
