RETORTS or COMMITTEES.
To the Honorable Mayor and Council
qf Ihe City of Brunswick.
Gentlemen: As tho committee of
one, appointed by your body to in
vestigate the report, that the U. S.
Survey < orps w tuning tftelFffpoM
at Washington, upon which new coast
survey charts now being printed Is
based, showed that Brunswick’s sea
bar has only 11$ feet upon it. I beg
leave to report as folitows: Commu
nication was at once had with Lieut
Carter, U. S. Engineer in chsrgq of
this department, and his answer Is
t ewith attached, marked exhibit
’’ In response to this, your com
mittee obtained a list of all vessels
passing outward oyer the bar, ,h
tween dates named, together wi_
tonnage rating and depth or draught,
and dates of crossing the bar, mark
ed exhibit “B,” forwarding the same
to Lieut.' Carter, who m response
again furnishes us with his reply
marked exhibit .
This ends the actual duty imposed
upon your Committee, but in follow
ing up the investigation as to wheth
er the Government survey be. a cor
rect one, we find that the branch pi
lots upon tho bar claim that at mean
low water they can bring in vessels
with thirteen feet of water draft, or
at mean high water 21 feet. Further
that whilst the old channel, describ
ed as a torturous.one, has for some
time past been gradually filling up,
new one, nn almost perfectly straight
channel is opening. Through the lat
ter, the mean low water shows a depth
of twelve feet, and Upon either side
of a bar, in extent not exceeding 90
feet across a depth. of 15 or 16 feet
exists, which removed would give us
achannclofnt least 15 feet at low
water, or 23 feet at mean high water.
Sec diagram herewith attached
furnished by the pilots 1 Your com
mittee would therefore recommend
that the city government have made
a circular shaft with steel spikes in
serted of 18 or 24 inches in length,
swung on pivots, similar to a garden
roller, and that a tug be employed to
drag this machine backwards and
forwards on the ebb tide, for such
time as shall either demonstrate the
futility of the plan, or the desired
result shall be accomplished, and if
satisfactorily accomplished, the gov
ernment shall then be petitioned to
order anew survey.
Respectfully submitted,
W. F. Penniman.

Sir: In reply i. vour letter of the
10th inst., I have the honor to inform
you that tho survey ofthe St. Simons
bar made May 23rd to May 30th.
1888 by Lieut. J. E. Pillsbury, U. S.
Navy, shows a mean low water chan
m
nel depth of 12 feet. This, however,
quite tortuous, the practicable
channel depth being only about 11
feet Very Respectfully,
0. M. Carter,
1st JJeut. Corps. Eng’rs. U.S.A.
Tho repovt was received and a com
mittee consisting of Penniman, Mad
den and Crovatt was appointed to
get estimates of what the work, re
commended in the report to be done,
would cost.
