shall be issued by the Mayor and
Cbuncil of said city, for the pur
pose of procuring means wherewith
to supply said city with an ade
quate and proper system of drain
age and sewerage, with necessary
and suitable public buildings and
quarantine grounds for the use of
said city, and for the prosecution
and completion of such other pub
lie works as may be deemed advis
able, and lor the retirement of the
present outstanding bonded and
other indebtedness of said city,
and for sanitary and other pur
poses:
Whkueas, It Is essential to tho safety of the
public health, because of the introduction and
uso of waterworks, nnd in tho increased growth
of and popnlntion in the city of Brunswick, to
supply caul city with a comprehensive nnd ade
quate system of sewerage ami drainage.

And Whereas, The Mayor aud Council of the cjty
oi Brunswick have not the means wherewith to
procure the aforesaid necessary improvements, nor
with which to properly improve tho public
streets, bridges, culverts and highways of said
city, nnd for sanitary purposes,"or to carry on
and complete other necessary public work's for
the benefit nnd improvement of said city; and
for the retirement or the present outstanding
bonded and other indebtedness of said city; the
revenues arising from taxation of said city being
wholly inudequnte for tho purposes aforesaid;
and whereas, tho moans necessary for the
aforesaid purposes can only be obtained by the
issuing and sale of bonds of said city; therefore,
Section 1, He it and it Is hereby ordained, by
the Mayor and Council of tho City of Brunswick,
in Council assembled, that an election shull be
held in said city on the 2fth day of December, A.
D., 18S8, under the sumo rules and regulations as
are now provided by law for the regulation and
holding of elections in said city for Mayor and
Alderman, for the purpose of determining
whether or not bonds of said city, for the pur
poses hereinbeforo spedllod, shall bo issued by
the Mayor and Council of the city of Brunswick;
nnd tho ballots cast at said election shall, those
favoring tho lssuo of said l>onds, bear upon their
faces the words, “For tho issuo of bonds,” if the
vote is in favor thorcof; or, if opposed thereto,
said ballot shall bear the worefs “Against the
issuo of bonds,” Tho managers of said election
shall bo appointed by the Mayor nnd Council
nf3resuid, at their regular meeting tr bo held
beforo tho day named for the holding of said
election; which said managers shall, after the
close of said election, ascertain the result and
certify and deliver the returns of said election to
Mayor nnd Council aforesuid, by whom, In,
tho
tho presence of and together with said mann
gera the same shall be consolidated, and the re
suit Anally declared and recorded nt the next
meeting by thorn held subsequent to the date of
said election.
8ec. 2. Be It, nnd it is hereby in like manner
further ordained, that the Clerk of said Mayor

further ordained, that the notice hereinbefore re
quired to be given by the Clark shall specify that
said Mayor and Council proposes to issuo bonds
ot said city to the amount of two hundred thous
and dollars, ($200,000), or such portion of that
sum as may bo doomed necessary by said Mayor
nnd Council at anv time; the proceeds of the
sale thereof to bo usod for the purposes herein
after specified; and the same to bear interest at
tho rate of Ave pcrccntura per annum, it it is
found herenftor that a caio of such bonds can he
made bearing that rate, then tho same shi.ll

num, If an advantageous sale thereof can be ef
fected of said bonds bearing that rate of interest;
or, if no advantageous sale of said bonds can he
