twice that amount, all of which

some Way to put a stop to this. The

for instance, tho.train should be as
yesterday, hours behind time, the
road should be required to send

What it Cost.
. It may be a'matter of interest to
our peoplo to know the cost of'our
boulevard. From Clerk Nelson we
get tho figures below: Tho actual
money expended in shells and grad
ing, $10,023 68. Of this, about $5,000
for each. Add to this amount $3,000
for hauling and hun.lftng by the
city, and.the pctuql cost to be about
$13,000 in round figures. A costly
luxury, but one that we have not
found any to condemn. It will proyc
a.winning c,ard to-our city with our
visitors. None have • ever driven
around this boulfivard without be
ing delighted. The ADYijimsEu-
Appeal has the honor of being the
first paper that ever suggested this
drive. Mr. Bostwick, we believe, is
the first man to take vigorous hold.
Many others have taken hold since,
and the work is complete.
The Negro.
Strange how tho minds do change.
Northern people use to .stand by the
negro and abuse us whites for not
falling in love with them and mar
rying them. To day a change is
coming over them—they are now dis-1
cussing the race question, and speak
of tho “cullud lady” and “cullud la
dy and gentlemen”.as impudent and
forward,” and are asking how they
can “suppress the negro.” While
this is true tho Southern people arp
saying “educate the negro,” “O. tern
pora, O mores.”

Last Monday the Georgia House
of Representatives, by a majority
passed the' bill of My. Brady provide
ing fur an experimental agricultural
station and farm. By the act of
March 2,1887, congress appropriated
$15,000 si year for the support of an
experimental agricultural station in
each state. The first appropriation
under this act has been received by
Governor Gordon, who turned it over
to the trustees of the State Univer
sity to be held subject to the action
of the legislature. Mr. Brady’s bill
provides for the administration of
this fund and the management of the
experimental station by an indepen
dent body. It authorizes and di
rects the Governor to appoint “one
practical and successful farmer” in
each congressional district of the
state as director of the institution.
The Chancellor of the State Univer
sity is cx-ollicio a member of this
board, and the Governor may desig
nate a member of the faculty of the
State Agricultvral College to serve
as a director. The commissioner of
agriculture is designated in tii’e bill
as temporary president of the board.
The directors, from the ten con
gressional districts are to meet at
the state capital on due notice and
draw for their official terms. Two
will serve for one year, two lor two
years, two for three years, two for
five years, so that the governor may
appoint annually two members for a
full terms of five years. Tbe board
is to advertise for proposals from
counties or communities to donate
lands or cash appropriations to se
cure the station. It is provided that
it shall be placed in some central
locality, with a due regard to health
fulness and adaptability of the land
to the production of our various
staple prodnets. Should there lie no
acceptable bid tbe board is author
ized to purchase a suitable site iu
some central locality. The station
will be a branch of the state college
of agriculture and mechanical arts.
All appropriations from the general

culture arc to be received by the
Governor and held subject to the
order of the board An appropria
tion of $5,000, to be taken from the
fertilizer inspection fund is to be
made by the Legislature to carry the
act into effect.
As this bill passed tbe House by a
vote of 117 to 5 it is very probable
that it will go through the Senate
without material amendment. The
farmers in tho Legislature and in the
Stfcte generally regard the measure
with great favor. Whether it shall
result iu practical benefits, should it
become a law, will depend upon the
manner in which tbe station is man
aged and upon -the judicious expend
