The yellow fover germ probably gains
entrance into the body by the respir
atory or alimentary tracts, or through
tho surface of the body, or it is possible
that it multiplies in insanitary localities
and develops a volatile poison which
contaminates tho air. Tho former hypo
thesis, that it enters the body and mul
tiplies within it. is, he thinks, tho more
probable. Hitherto the germ has not
been found in the blood and tissues of
those attacked, for Dr. Sternberg does
not conilrm the alleged discovery made
by Dr. Domingos Freiro. Nor is there,
in Dr. Sternberg's opinion, any satisfac
tory ovidcnco that tho method of inocu
lation practiced by Dr. Domingos Freiro
has any prophylactic value, and the
same applies to the claims put forward
by Dr. Carmona y Valle, of Mexico.—

is that of Bcmard-Myo, on the broad
rolling plains of Enjouk, on tlid north
ern slopes of tho hills bounding tho ruby
mining district of Mogok, Burma. Ber-

Damping Grain.
Ono of tho largest millers in tho United
States, C. A. riilsbury, is credited
with asserting that American millers do
not dampen their wheat beforo grinding
it. This is correct of some millers, bu
not of all, and tho reason is not attri
butable to differences in millers, but to
differences in wheat. Most of tho Cali
fornia wheat ground in this state is
moistened, because it is found necessary
to do so. On the other hand, Oregon
wheat will not stand dampening, as it
contains enough water without |his
treatment.
On this account local millers prefer
California wheat, ns they can add the
necessary water for nothing, which they
havo to nay for in tho Oregon article.
When snipped abroad or stored for
montiis at tidewater, thero i3 leas differ
ence, as wheat which is not moist will
beoomo so when in a damp atmosphere.
California wheat when afloat gains 3 to
a per cent, from nlisorption of moisture.
A certain percentage of water in wheat
is essential to render it fit for grinding,
and tho moisture has to be either found
in tho grain or applied artificially thereto.

Hawaiian convict who was oondpmned
to death had liis life spared on condition
that ho should bo inoculated with leprosy
by way of experiment. Tho inoculation
took plnco three years ago, and tho un
fortunate man, who would surely lwvo
done better to go to tho scaffold, is now
a tubercular leper. Tho experiment was
perhaps hardly necessary. Tho fact that
Father Damien lias becorno a leper sinco
ho went to resido in a settlement of
lepers is surely proof enough that tho dis-
ooso is contagious. Now, however, thero
is no longer room for uuy doubt which
may havo been felt upon tho matter at

wick, to tho amount of two hun
dred and forty thousand dollars
($240,000) principal; to prescribe
the purposes to which the proceeds

interest to be borne by said bonds;
to provide for the payment of the
principal and interest of said
bonds when issued and due; and

Section I. Be It ordained by tlie Mayor and
Council of the city of Brunswick, In Council
assembled, and It is hereby §o ordained, that if
the result of the election heretofore ordered by
said Mayor and Council, to bo held by the quail-

uary, 1889, should be favorable to and authorise
the isMue of the Itondsof said city, contemplated
by the ordinance providing (or said election;
then and in that event the Mayor of the city of

Forty Thousand Dollars, with solvent sureties

ture and become due and payable at the expirn
tion of thirty (30) years from and next after the
day of their issue, and which said Lunds shall
contain as a part of the terms thereof a copy of
this ordinance ou the face or back of such bomb
in the discretion of the Mayor and Council; am
that tlie issue of said Ixinda has by a vote of two
thirds (2-3) of the qualified voters of said city, at
an election held for that purpose on the 22d day of
January, 1889, and such bonds after having been
| delivered by the Mayor to the f'Oimnlssion afore
said, shall lie by said Commission negotiated, and
sold to the best advantage attainable by it;
provided, that no sale of such bonds shall be ef
fected by said commission, at a price less than
par value of the bonds sold, and that no com
mission shall be paid for negotiating said bonds
unless it can be paid out of a premium realized
upon tho sale of said bonds.
8KC. 2. Be it, and it Is hereby, In like manner
further ordained, that the bonds of said city in
the proceeding section treated of, shall be is
sued in a series of $50,000, of $50 bonds; $75,000 of
$100 bonds; and $115,000 in $500 bonds, bearing
interest at such rate per annum, not exceeding
six per centum, as may be expressed in the reso
lution of said Mayor and Council, requiring such
Issue as aforesaid, which interest shall be due
and payable semi-annually, upon the first dayi
January and July in each and every year, dur
ing the period for which said bonds are issued,
at the Treasurer's ollice in said citv of Bruns
wick, or at such place in the City of New York
either or both, as may he authorized by the res
olution aforesaid; but may be changed from
time to time in the City of New York, but the
Clerk and Treasurer be notified of such changes
as soon as made; ami said bonds shall he signed
by the Mayor of the citv of Brunswick, iu thy
corporate name of tho Mayor and Council of the
city of Brunswick, attested to bv the Clerk and
Treasurer of said city, and shall have ufiixcd
thereto the corporate seal of said citv of Bruns
wick; and shall hear, and have attached thereto,
as a part thereof, interest coupons, which cou
pons shall have and bear, engraved thereon,
their consecutive numbers, and the number of
the IkuhI to which they are attached, and the
name and official title of the Treasurer of said city,
and shall eaoh specify the amount of interest
represented ami expressed by them, tlie day
upon which ami the place or places whereat said
bonds shall become due ami payable; and such
coupons for the amount of the semi-anmiul in
terest due ami to become duc|upoii the afore
said bonds, shall he so annexed to said bonds in
such numbers and amounts as to represent ami
'xpre-sthc amount of such interest as shall ac
crue thereupon, for ami during each and every
year during which said bonds are to run, and
until the day of the niaturiiyof each of the afore
said bonds. Three-fourths «»f the suites of $50
bonds, one-half of tin#scries of #100 bunds, and
one-fourth of the series of $600 bonds are to be
retained for sale to residents of Brunswick for
ten days from the date that thev are issued and
ready for sale by the Rond Commission created
by this ordinance for the sale of the lxmds.

sufficient to pay the sum yearly set apart as
aforesaid, and which sura soyearly set apart and
collected as aforesaid shall be by said sinking
fund conimisflidners applied to the pay rant or
said bonds iu the manner hereinafter provided.
sec. 0. Be it and it is in like manner hereby
further ordained that the sum set apart yearly
as, and for a sinking fund, by the fifth section of
this ordinance arising from the annual revenues
of said city derived from taxation and all other
sources' as well as a sufficient sum yearly to pay
the semi-annual snterest on all bonds issued un
der this ordinance and •outstanding, is'hereby
appropriated, set apart, and required to be ns to
such sums set apart as a sinking fund , as afore
said, paid over by the Treasurer of said city to
said sinking fund commissioners, and as to said
interest to apply tho sum so set apart to payment
of the semi-auntial interest upon said bonus, and
it shall be the duty of the Sinking Fund Com
missioners each year and ninety days before the
expiration thereof, to advertise weekly, for four
consecutive weeks in a newspaper in tno city of
New’ York and one in Brunswick Ga., f r bonds
for retirement and cancellation, which adver
tisement shall read as follows: "Notice, city of
Brunswick, Ga., holders of bouds of the city of
Brunswick are notified that sinking fund com
mission will receive bids for bonds for retire
ment addressed to Chairman Sinking Fund Com
mission, Brunswick, Ga., for sixty (GO) days from
dale of this notice, any and all bids .may be re
fused—” which notice shall be dated aud signed
by Chairman of Sinking Fund Commission, and
il bonds arc oflered in answer to said advertise
ment at less than par, such bonds slmll .have the
preference, but if at par, the first offered shall bo
taken and canceled as hereinafter provided. But
if at tue close of the said year for wnich such ad
vertisement is made, bonds are not so offered for
retirement ami cancellation, said Sinking Fund
Commissioners shall place slips of pAper, each
slip containing the number of One of the thoq
outstanding bonds, aud all the slips containing
the whole number of all the bjnds issued under
this ordinance, and .hcu outstanding, in a hat,
box or other receptacle and draw thorerefrora a
sufficient number of said slips to cover the num
ber of bonds reiiuircd by their payment, retire
ment and cancellation to absorb the sinking fund
for that year, and publish a notice in a paper at
Brunswick and u paper in New York citv, week
ly for two weeks, that the bonds numbered as
per the number of eaid slips so drawn as afore-
aforesaid, are called in for redemption, which
notice shall read as follows: "Notice, Brunswick,
Gn„ bonds Nos. of $ and Nos. of f—*•
etc., of the city Brunswick, are called by Sinking
Fund Commission for redemption; and nil bonds
issued under tills ordinance are liable to such
call and it only,and if such bonds are not present
ed for redemption to said commissioners in re
sponse tqaaid notice within thirty days from the
date of sflm notice, interest shall cease thereon
at the expiration of said notice, bat whenever
presented they shall be paid with interest to the
date at which the interest ceases to run as afore
said—and said lxmds so redeemed, paid, can
celled and retired as aforesaid shall be marked
•on their face in red Ink "Paid by Sinking Fund #
Commission,” and the Treasurer of suid city,
and each linking Fund Commissioner, shall sign
the.r unities across the face of each of said bonus
and shall cancel aud deface the coupons thereon,
and said Treasurer shall register in a registry
book shewing the number of said bonds and the

8EC. 7. Be it and it is hereby in like mannerfur-
ther ordained that said Sinking Fund Commis
sioners shall at the first regular meet
ing in February of tlie Mayor and Council in each
ana every year, make and furnish to the Mayor
and Council of the City of Brunswick a report in
writing, containing a full statement of their act
ings and doings, and the condition of the fund so
hereinbefore required to be entrusted to them under
this ordinance; and which statement shall include
a full account of their receipts and disbursements
of all of said fund to the date of the making-of said
report} which report shall be by said Mayor and
Council published immediately thereafter in full
in the newspaper wherein the official adver
tisements of said City are published.
Sec.8. Beit and it is hereby in like manner
further ordained, that this ordinance and its terms
shall constitute and be an irrevocable contract by
and between the Mayor and Council of the City of
Brunswick, and each and every purchaser and
holder of any bond authorized to be issued by this
ordinance.
Sec. 9. Be it and it is hereby in like manner
further ordained that nothing herein contained
shall be construed to.authorize an increase of the
total bonded .indebtedness ^of^ said City fo_ an
amount exceeding two hundred and forty dollars
