Brunswick, Gs., Jan. 7,1880. Council mot. Present, His Honor, D. T.Dunn, Mayor, and members of Council Atkinson, Bostwick, Madden. Fulton, and Penniman. Absent,Cook, Berrieand Crovatt The minutes of the last regular meeting fead and confirmed, a trouts or rr«> piko committees. To the Honorable Mayor and Oentle- tiemen of Cou«oit.‘ --- r l&7is ekpMted and proper, thatjour Flrin'rfee Committee shall lay before yoh a statement of the flnanolal con dition of the city, at this, the close of the year. We regret to state that the flnsn cinl condition is in a less healthy state than we could desire, although the city has been abundantly able to - meet all its financial obligations for „ tbs past year. The current expenses has been unusually great—$77,953.61, of this the streets, drains and bridj have talwpA39#$2.M,whieh- j'nclndefl the cost of the boulevard and city wharf. Your committee would re- Jpibmcud tqtbe incoming Council to >M>pUint a.street. commissioner who 79b All look after the chain gang, city emSrtrf And street force. Thu is one of the greatest expenses the city has to contend with, in fact, it is one of the greatest burthens to the tax pay er. The dutles ; of the streets, drains and bridges committee are too ardu ous to expect from them without re muneration, at^Lto the neglect of their own buslipt affairs. Perhaps of a • ultab ‘ e clt y hall building, the no port of the municipal government on ? 80 u ? e ?., at P re f ent » bein 8 not requires so much personal attention on *y unsightly, but lie does this, of the streets, drains <l Qa te to the rapidly i; and bridges. The demand of thel ca ” a ? 8 th . e ct y. to ? tax payer is they must have one dol-l l ^* t8 i ns 6«uritjragaras lar’e worth of good f ork for the 4*1 dators. A public marl lar’s worth of money. Branswick is not the little town it dncdlmjji, but a thriving, growing cto^Hiuac growth necessitates an (pPRUe of expenditu re, and' bailees a floating debt of some $10,000, which is Represented by property of greater amount, saying nothing of the lands contributed, for the encouragement of manufacturing enterprises. The expense of a quarantine has fallen heavily noon thecitv, $7,812.76 All of tbiB was a necessary expense and could not have been avoided or calculated upon, as they were unseen and unlooked for by your committee, but the city is enjoying at present the advantages arising from the lib eral spirit in which this has been met. There is another expenditure which your committee recommends be han dled with less liberality viz: Appro priations and incidentals, the use of pnbllo money for entertainment* is a growing evil, and is apt to lead to extravagance. All expenitures of the city govern ment have overrun tho estimates made by the Chairman of the differ ent committees, which i& another proof of the steady growth of your city. Your committee have examined and approved the Clerk and Treas urer’s report, which is a full and itemized accoant of all the expendit ures of the city .for the past year. -!We .would further recommend that In place of each head of department giving orders for supplies'or tools, etc., as has been the custom that the Clerk of Council be required to keep ’ an order book, and any department ; supplies, shalf -flrst get an requiring supplies, BhalF first get Ah started with one superintendent and order from the Clerk that no bills be six white teachers and three colored .paid by the finance committee, unless teachers. Respectfully submitted, W. L. Fulton. C. C. C. The report was received and adopted. BKFOrT OF COMMITTEE ON PUBLIC BUILDINGS. To the Hon. Mayor and Gentlemen of Council. Your committee on public build ings beg leave to report, during the yearJ1888 f , there has been expended upon tfiC extension of the Risley school house, the sum of'$921.50, a total to Mi.it building of $1025. Four Holes ot $206.25 and interest, each bciug part payment for the Baptist eiiureI> building (now the Nelson Gr-iinmiu' school), has beeu paid, sonic minor repairs have been made to the city hall and the engine house. Your committee would recommend to the incoming Council that steps bo taken at once toward the erection inade- ig ne- othing depre- is be- oach iblio con material being offered for sale, and that a better oversight may be had of such as is offered for sale, by the officer having inspection of such in charge. The two, city hall and pub lic market may quite properly and safely be so located and built, that they may bo combined. Tho public school buildings. It is heedless to report the inefficiency of accommodations of our public school buildings. Tho city has made unusual efforts to keep pace with this, all important matter of furnishing adequate school accom modations for the rapidly increasing population. Notwithstanding her efforts, tho number of school chil dren has augmented so rapidly that again we ure in us unsatisfactory a condition as before the purchase of the Baptist church, as a means -of temporary relief. jYour committee would suggest thatm lease of a build iug be effected until such time as the present city ball can be moved ns an annex to the Nelson grammar school, which will furnish the additional seating capatity now required. With sentiments of esteem and regard for our co-adjutore of the past year— we; respectfully submit the above. W. F. Penniman, Chairman, D. D. Atkinson, Committee. The report was received and adopted. Our department is composed of Hose Reel companies; one Hook and Ladder company, and one colored company. Our Hose Reel companies arc in a flourishing condition, they are com posed of young men, and of the best material that our city affords. No city north or South can boast of three better volunteer companies, and trust that the incoming Council will appreciate the importance of having an efficient fire department, and will give the young men more encouragement then they have had in the past you must take into con sideration that these are volunteer companies their only remuneration being the encouragement and good will received from Council and the public generally, their wants have icen but few, and should there bo more in future they should be granted cheerfully, at present the city is not financially able to main tain a paid department, therefore, you should use every means within your power to encourage these volun teer companies. We have had a number of fires dur ing the past year, but the loss has been very light, all owing to the eP ficicnoy of our fire department. There has been a rivalry between our com panies to see which would get the first stream on the fire, This has act ed as a stimulant and should be en couraged by a reward in the way of moaey, say five or ten dollars to the company that get the first stream the fire. A short timo ago the Protections made a request of Coun cil to furnish them with rubber boots and caps—these should be furnished not only to this, bat to all three hose reel companies. I would recommend 4hst onr hand engine be sold, and fnrnilh tho color ed company with a hose reel. The Hook and Ladder requires some repairs, a new ladder; In Order, that the company may btf revived. The firemen’s ball wants to be kal- somined, and the wood-work painted. I trust in future that Abe arduous Isbors of the firemen will be more appreciated than ever before, and that their went# may be cbeOrfblly supplied. 8. C.
