Here in Germany It is felt that the warlike pbep.'rations on the part of Rus sia are cnlirely unjustified. The recent loan of four hundred million dollars which M. Kokovtsoff obtained in France for the development of Russian rail ways fell dike a bombshell In official circles here and was taken to mean an other step In the military preparations of the Muscovites. Tango Fad Wearisome to Unmarried Diplomats London.—The afternoon tango fad Is becoming wearisome,to the young un married diplomats. The dowagers of society were reluctant to take up the new dance, but the craze has now be come general among the old ladles, who do not Intend to forego quickly the new lease which it has given them on youth. Hence the woe of the young diplomats, for the dowagers are giving countless afternoon dances to which they are all invited. It would be fatal to the social ca reers of fthe young men to disregard them. The diplomats are the selected victims, not only because they are the natural dancing men, but because they have their afternoon free. The dances have increased so that many of the dlplyiats attend one daily. One young dqilomat complains that neither age nor weight can keep the enthusiastic dowagers off the floor and lie declares if he in tangoing with a duchess weighing TOO pounds and who in years has reached almost the allotrd span, is not earning his salary he would like to know why not. Paris.—After an inquiry which has lasted eighteen months and necessi tated an immense)amount of investiga tion, the examining magistrate, »M. Bourdeaux has issued twenty-five war rants for the arrest of a gang of In ternational swindlers. Seven members of the gang have already been arrested, and the police hope soon to have the remaining eigh teen under look and key. Among those arrested are the head of the band, Frederick Dupont, and a man who calls himself Baron Albert de Lantaille. The methods of the swindlers were simple and so efficacious that their illicit gains for a single year are es timated at over $200,000. Frederick Dupont, the ringleader, had cards printed on which he described himself ns “expert counsel, accredited by the great hanks and insurance eomnnnios in France and abroad." His lieuten ant, l.ouis Esprit, publishes and edits a paper called the Commercial, Finan cial and Industrial Indicator. Advertise. Dupont and his gang announced through advertisements in financial journals and elsewhere that they were ready to advafici nds on easy terms to manufacturers and others who were temporarily in need of money to ex tend their businesses. To those who applied they answered that they were perfectly ready to advance the funds, but must first send down an expert auditor to examine the books and re port on whether the security offered was sufficient. This perfectly natu ral request their clients agreed to un suspiciously. * The expert appeared, examined the bonks, and collected a fee of anything from ss(l to $2,000. Natural'y, he al ways found some flaw in the affairs of the business or compand which made It impossible for him conscien tiously to advise the capitalists to ad vance the required funds. The whole swindle had such a bona fide air about it that It took the examining magis trate almost two years to obtain con vincing proof that It actually was a swindle. College Athlete Scored; Is Not a Good Student New York. —President Richmond of Union College in an address on the present methods of athletic training and management in American colleges stated that the idea of broad training ami scholarship, was rappidly being lost sight of in the present methods of specialisation. He spoke of the ancient Greeks, who were equally pro ficient in athletics and scholarship, saying: “It is not so today, as athletes are managed in our American colleges. The average college athlete is not a good student, and the whole system of training, for the high-class athlete, is adapted to produce a low-class student, if not a low-class man. 1 believe In athletics. There is nothing that has contributed more to raise the general tone of college life in the last generation than a wholesome in terest in athletics.
