Tells Judges 5,000 Workers Spend Fifth of Wages for Liquor Greensburg, Pa.“ One of the strong est arguments ever presented against liquor and the licensed saloons has been filed here with the judges of Westmoreland county by Wallace H. Rowe, president of the Pittsburg Steel Company, employing more than 6,000 men in Its two plants. Mr. Rowe's petition declares that the high cost of living is made more bur densome on families of working men because 20 per cent of the workers’ earnings go to the saloons; and that at the same time the cost of steel pro duction is increased by an overhead charge for accidents, 85 per cent of which are due directly or Indirectly, to liquor. Further, Mr. Rowe, who is one of the largest and most influential employers in the western end of the state, pro tests fegainst the excessive number of saloons forced on the communities through political pull used by the li quor ring in obtaining licenses. This condition has created such sharp competition among the saloon keepers Mr. Rowe explains, that they resort to Improper and law-violating tactics to increase their business. In this way the communities are taxed with burdensome expenses In suppres sing and prosecuting the disorder and crime produced by the saloons in their lawles- ebmpetitlon for trade. R u .A Causes Many Accidents. Mr. Rowe asks for the total elimina tion of saloons as an ideal condition, or for the elimination of twelve of the sixteen saloons in Monessen as a step toward the ideal. His remarkable pe tition to the Westmoreland judges reads: . "Gentlemen: This company has in Its employ in mills located in your county 4.500 men, and in the Seamless Tube Plant of the Pittsburg Steel Pro ducts Company, an hilled company, 750 men both mills being located at Mo nessen Pa. The two companies have a payroll of $300,000 per month Many of our men are highly skilled, earning large wages, and their employment is perilous. This evil has been growing rapidly, until our company has been compelled to impose restrictions on our men as *»• the use of liquors, with some beneficial results, but the safety of our men and the efficient conduct of our business cannot be attained unless a radical change In such habits can be secured. "One of the largest steel companies in this district, after an exhaustive ex amination of the causes of accidents in the mills makes the broad statement that 85 per cent of such accidents are attributable directly or indirectly to liquor. The efficiency of our men has been so reduced in receht years as to show that at least, If not more, than one-tenth of our payroll is paid out for services not rendered and at least 20 per cent of the money we pay our men is spent upon liquor and lost to the use of their families. "This evil has grown so greatly, es pecially during the last two or three years, that products have cost more to make, accidents have increased, and nothwithstanding wages have not been reduced one dollar, even during the repressed times we are passing through, our men make less savings of their wages, and their families get less benefit of their labor than in for mer times. "In our opinion, the greatest evil connected with the sale of liquor is the saloon, which exists in such excessive numbers in Monessen as to cause them to conduct their business improperly and to violate the laws in the effort to get as much of the competitive busi ness as they can. Many of the clubs in Monessen are an equa’iy had influ ence on the people, and our informa tion is that the town Is filled with such clubs, which are, In fact, only drinking places where young men es pecially drink and gamble after the sa loons are closed. "However, we are not dealing with the clubs in this communication. We have no suggestion to make as to which four you shall se lect, beyond stating that we think that these licenses should be granted in the business portion of the town of Monessen and not be scattered among the homes of the citizens and at the entrances of the mills in the borough, and only those should be granted which furnish proper hotel accommo dations and are not simply bars. "We also call your attention to the abuse of brewery licenses In the bor ough of Monessen. Beer is delivered in tremendous quantities by these breweries to the homes of our em ployes. especially those of foreign na tionalities, with the result that Satur day night and Sunday becomes a per iod of drunkenness, turmoil and fight ing. "In consequence of which, If they re turn to work at all on Monday morn ing. they come unfit to attend to their duties. "To show the prostituting effect of liquor on the citizens of Monessen, and more especially upon the foreign ers, we have received from the bur gess a record covering a period of forty-seven days. The total number of cases was 106 out of which eighty nine might be attributed reasonably to the use of liquor, and eighty-three of them were the direct result of drunkenness, fighting and disorderly conduct. Liquor Adds to Living Cost. "As a social and economic question, this subject of reducing the saloon li censes and controlling delivery by the breweries cannot receive too much of your attention.
