In hta official an nouncement to the voters of the dis trict, Mr. Kvana submits r. state ment of the prlncl|ile«. Here la hla announcement: Sanderavllle, Oa., March 30, 1914. To the White Voters of the Tenth Congressional District; I hereby make a formal announce ment oT my candidacy for Representa tive In the nest Congress of the United Stales, and believing It to be the duty of every man who seeks the support of the people for this high office to declare himself on the pub lic Issues, 1 hereto submit a state ment of the principles I favor: The Tariff and the Trusts. J reiterate my former public en dorsement of the old Democratic Doc trine that lm|»ort duties should only be levied for the support of Hie gov ernment and levied In such a way that the necessities of life should never he taxed. I rejoice that under a Democratic administration, a sub stantial revision of the former oppres sive tarlTf has been had, the effect of which will to some extent at least re sult In denying to the trusts the un just discrimination so liberally given them under previous Republican rule, snd I favor such 'nether revision as will more effectually accomplish this desired end I also favor legislation • gainst combinations of capital de signed to lessen compel H lon and In crease the burdens or the consumer snd helteve the way to enforce obedience to pitch legislation is to punish the offenders by Impris onment, Instead of by fine Immigration. I reaffirm my previously and pub licly announced conviction that the exigencies of the present situation de mand the enactment of stricter Immi gration laws whereby the mass of un desirable fonelgners Inimical to the spirit of our Institutions may be ex eluded. Gambling In Agricultural Products. This pernicious practice has been of great hurt to the producers and should be prohibited by legislation. Extension of the Rural Free Delivery. Any foody witu wants a quuti intelligent machinery from Mr. Thropps's con cern. At the very beginning there will be ten nr twelve expert tire work ers brought to Augusta by Mr Jicch and It t* expected that the plan* will Increase In slxe until within a few yenrs It will be one of the largest plants of Its kind In the country. The eompnny will bring to Augusta skilled workmen who will be paid high »mk<h and It la universally agreed that these are the kinds of Industries that Augusta needs moat and which will do more than anything else to develop the city At Modjesk* moving picture theater a picture lx being shown today and will be shown for the next two or three days showing how automobile tires are manufactured. The picture Is being furnished by Mr. Throppe and the same process as shown in the picture will be used by the Southern Tire A Rubber Company. Urn greatest service to the people o> this section of the country has been the rural free delivery system, and I favor, and should I be your represent ative in Congress, will urge the ex tension of the Parcel Post Service ho uh to make It more effective in the exchange of farm products and other Pngs. The farmer should be able to send hla butter and egga or dressed poultry or other pr.«luctn to the local in ere Ivan t or his patrons or customers by mall anil get those thing* ho needs In return without loaa <rt time from his farm, and In my Jude nient, ihe Kuinl Free Delivery and Puree) Pont will tend to make farm life attractive and check the tide of emigration to the city. Rural Credits or Land Banks. 1 favor the establishment of land banka or a system of Rural Credits; that Is, a system of Government hanks which will loan to the farmer on the security of Ills land a certain per rent of Its value al a living rate of Interest on long time, so as to enable the man of huiiill means to own his farm and operate It himself. This system of rural credit* has proven to tie of great advantage In other conn tries and has built up the agricultural Interests everywhere It has been tried. Economical Expenditures. I believe 111 Ihe economical expend! ture of public Tunila and deplore the extravagance which lihh heretofore obtained. An extravagant adminis tration of governmental affairs on courages extravagance among Ita pri vate citizens, while an economical Rdnilnlsl ration of public funds encour ages thrllt. Industry and economy among the people. Definite Terms for Federal Judges. Idle tenure of office la undemo cratic and unwise and I am opposed to life tenure of office for Federal Judges. I believe the administration oT Justice would be heat subserve I by limiting or defining the term of service of Federal Judges and Dis trict Judges should be elected by the people of the District where they hold Office, Relieving that I am In full accord with the progressive sentiment of the people of this District and acquaint*l with their needs, 1 earnestly ask your support Respectfully A W EVANS that It could bear the pressure Just aa quickly ns tln« girders are put In place the derricks will be mov ed to the top oT the second floor and the steel will g\> upward with rapid ity.
