gist for this action to point to a sin
gle senatorial primary that the demo
crats of Georgia have ever held in whicn
any county unit plan or convention
scheme was adoptee, or in which our
senators have been nominated in any
other way except by the consolidation
of the popular vote of the entire state,
and the bestowal of the nomination
upon the candidate with the larg.-st
number of popular votes In the entire
state. Speaker Crisp won his nomina
tion In such a primary in 1896. Sena
tor Clay was nominated In that kind of
primaries in 1902 and 1908, and sena
tor Bacon likewise nominated in lias),
1906 and 1912. The very unexptred
term that we are about to till was
awarded to Senator Bacon as the result
of a state-wide primary, with the total
box determining the Issue, and not oy
the juggling convention plan.
“Then 1 ask what sudden emergency
causes this change? Who is responsi
ble for this attempt to deprive the
democrats of Georgia at their long ad
mitted right to nominate their senators
at the ballot box directly and without
the intervention of a log rolling cin
vention why are the broken precedents
of eighteen years thrown to the winds,
without compunction or hesitation?

“The object of the seventeenth
amendment Is to put the election of
United States senators directly and ex
clusively In the hands of the people
themselves. Long before this great re
form came to the people of this country,
Georgia democracy occupied advanced
ground on this great question, selected
her senators by nomination process, ac

people at the ballot box, without tho
intervention of a convention, or the real
agency of the general assembly. Why
are we moving backward, in this great
matter, while all of tho balance of the
country moves forward? Who is re
sponsible? It seems to me that the re
sponsibility can be located and that
every person who shares In It will have
a heavy account to settle with the peo
ple when the people understand v.nut
has been done.
”X T nder the Slaton committee plan we
put the final power of selection, In the
event of anything like a close contest,
In the hands of convention delegates,
who are not themselves elected by the
people, but appointed by some county
chairman, and who cannot be held re
sponsible by the people or made to ac
count to them.
"Worse even than that, they are se
lected from among the ’friends of the
successful candidatn for governor’ wltn
out regard to their friendship for or
loyalty to the candidates for toe sen
ate who have carried their respective
counties. How long will they stick?
How true will they be? Who can tell?
What a boundless opportunity for po
litical trickery and convention trad
ing and log rolling does this delectable
scheme afford!
“When candidates for the senate offer
their candidacies In open and honor
able fashion to the people, opportunity
ts afforded every voter to express n:s
choice between Individuals, and 111* judg
ment as between policies and posit on-

wise, representative government comes

Present Possibilities.
Under this convention plan It Is quite
conceivable and possible that i candi
date with the smallest number of votts,
or no votes at all, might be nominated
by the convention. In that way the
politicians of the slate might easily
dominate some gentleman who had
made no contest for the place, who had
expressed no views on the great pub ic
questions that will be at issue, and
whose very Identity as well rs ms be
liefs ard opinions was unknown to the
people who had never had the oppor
tunity to approve or reject r>s candi
dacy. It seems to me that the adoption
of this plan In the Interest of caucus
convention and manipulation Is a Seri
ous assault upon the popular eights of
tho peorle of Georgia, and one that
ought to he repelled and resented. Us
Injustice to the people of the state is
of supreme Importance.
"The Injustice thut It may work upon
the candidacy of any individual le of
relative Insignificance however it. may
work, whoever It may aid or infmv. it
Is wrong and should be undone. The
vote of every democrat In Georgia, rich
or poor. In town of the country, should

Memphis, Tenn. —Freezing and al
most freezing temperatures were re
ported from West Tennessee, Arkan
sas, North Mississippi and Oklahoma
today. At Fort Smith. Ark., the mer
rury fell to 30 degrees. At Jackson,
Miss., the temperature was 36, and
at Vicksburg, 38.
In Memphis the freezing point was
reached. Nashville and Chattanooga
reported 32 degrees. Indications are
that much of the fruit and vegetables
in exposed places had been killed.

ise of a decided rise In temperature.

Chicago, Ml. —The city of Chlcngo
will receive $3,229,000 as its share of the
net earnings for the last year of the
surface street railways, according to
annual reports published today.
Under terms of a franchise granted
the surface lines some eight years ago
the city receives 55 per cent of the net
earnings.
