Embargo on Arms to Mexico
in Force Today Was a Mil
itary Measure.
Washington.—The embargo in force
today against arms and ammunition
all along the Mexican border was a
military measure taken by the war
department. It was declared a part
of the operations of the army and
navy and no action by the state de
partment was involved. Bv this
means the technical re-establishment
of the legal embargo, which it was
thought might have embarrassed the
administration in its attitude toward
the constitutionalists in northern
Mexico, was avoided. The embargo
will be enforced by the entire military

Guard and a cavalry troop, Texas
National Guard were assembled here
today awaiting orders which presum

The call at first ordered them to
proceed at once to the border, buv
later was suspended by Governor Col
quitt. It was believed the Houston
soldiers are to be placed under the
direction of the governor in the
Brownsville section In case of trou

Caught Fire in One Five-Mile
Event Yesterday. Slightly

The motorcycle races held at the
Georgia-Carolina Fair grounds track
yesterday afternoon under the auspices
of the Lakeside Boat Club, were unf
usually spectacular from the fact that
in the first five-mile race, Crawford
Garrard, a rider of a twin Indian from
Washington, Ga., was forced to leap
from his machine, which unexpectedly
shot Into a mass of yellow flame, as
he rounded the curve at almost fifty
miles an tiour. The blazing motor
cycle continued around the track, mi
nus Its rider, with almost human In
telligence, until suddenly ti dashed di
rectly into the Inner-field and caught
the grasa afire. The rider was rushed
to the city In an automobile where
hla burns were given medical atten
tion. He will possible not be able to
use his limhs for a few days.
With this exception there were no
accidents or anything to mar the at
traction from beginning to end.
Marlon Buford, who Is likely the
fastes* motorcycle rider In the city,
was the “King of the Fest," winning
all of the events. He won the hand
some stiver trophy cup offered by Mr.
Lewis Benkl, the Jeweler, In the one
mile trials from time. Buford's time
was 1:17, the fastest time made on
the half-mile track yesterday. The
results in the two five mile events
were the same: Buford, Easterling and
Human, winning first, second and
third, respectively, Buford’s machine
was a twin Indian, a special racer.
