NOTICE OF ELECTION.
Notice ts hereby given in accordance
with the provie one of the following Or
dinance that the election therein pro
vided for. will be held in Augusta,
Georgia on the flret day of June, 1914,
for the purpose and upon the terme and
conditions in such Ordinance fully set
forth:
AN ORDINANCE TO PROVIDE FOR
THE ISSUANCE. SECURITY A$D
SALE OK SEVEN HUNDRED AND
FIFTY THOUSAND DOLLARS ($750,-
000) OF BONDS FOR THE PURPOSE
OF PROTECTION AGAINST FLOOD.
The City Council of Augusta hereby or
dalas:—
Section I—That on the first day of
June, 1914. there shall be held in this
City an election under ihe registry Ist
made up under an ordinance n lopted
March 2nd, 1914. and approved March
•rd 1914, entitled "An ordinance to pro
vide for the registration of voters for
Bn election or elections to be held to de
termine upon the Issuance of bonds nnd
for other purposes," nnd under 1 a ex
isting laws for election for Mnyrw nnd
Members of Council, except ns modified
bv this ordinance, to determine upon
the Issuance of bonds provided for : n
this ordinance. Notice of such election
■hall be published In The Augusta Her
•ld. the newspaper in which the Sheriff's
advertisements for the County Richmond
•re published for thirty days next, pre
ceding the dav of election notifying the
qualified voters of Augusta that on the
first dav of June, 1914. an election will
be held to determine the question wheth
er the bonds provided for by this ordi
nance shall be issued. Bitch notice shall
Specify what amount of bonds are to he
Issued, for what purpose, what Interest
they sre to bear, how much principal
•nd Interest to he pnkl annually and
*Vhen to be fully paid off. AH persons
Voting at such election In favor of the
Issuance of such bonds shall hsve writ
ten or printed on their ballots the words
"For bonds for the purpose of protection
• ga'nsf floods'* and all persons opposed
to the Issuance of such bonds shall have
written or printed on their ballots the
words ‘'Against bonds for the purpose of
protection against floods."

bonds ho assented to by two-thirds of
the qualified voters of Augusta and
Should such amount of bonds be ascer
tained to be within the limit of bonds
authorised to be issued, under the Con
stitutional Amendment as hereinafter
fully set forth there shall be authorized
to he issued and sold by The City Coun
cil of Augusta under the provisions of
this ordtnena*. Seven Hundred and Fifty
Thousand Dollars ($750,000) principal
■mount of bonds, the proceeds of which

•hall he known ns “City of Augusta
Flood Protection Bonds of 1914,” si tall be
of the denomination of One Thousand
Dollars (9,1000) each, shall bear date the
first day of July, nineteen bundled and
fourteen (1914), ahull ha payable ns to
the principal amount thirty years after
date, shall bear interest at the rate of
four and one-half per centum (4*4 per
cent.) per annum, payable semi-annual
ly on the first days of January and of
July of each year, auch Interest to he
rerresented by coupons attached to said
bonds, each coupon being for the sum of
Twenty-two and 60-100 Dollars ($22.50)),
ahull be numbered from one thousand
and one (1,001) to one thousand, seven
hundred and fifty (1,750). both Inclusive,
■hall he llgthographed or engraved. sh»li
be signed by the Mayor of Augusta,
countersigned by the Clerk of Council,
and have the Corporate Heal of the City
nfffxed thereto, and the coupons shall
bear the lithographed or engraved sig
nature of the present Clerk of Council,

able at the office of ihe Treasurer of
the City of Augusta; the Interest to he
also payable at the American Exchange
National Bank. New York City. Huch

adopted June 23rd, 1913, and approved
June 24th, 1918.
Section 4—These bonds are Intended to
be issued under and by virtue of the au
thority contained in the Amendment to
paragraph one of section seven of article
seven of the Constitution of the State
of Georgia, the Act of the General As
sembly providing for which was ap
proved August 16. 1909. as appears In
the buhl shod laws of 1909 on pages 77
to SO Inclusive, and which was proclaim
ed by the Governor of the t*tat* of Geor
gia on the 20th dsy of October, 1910.
to hgve been adopted by the people of
the State, and which amendment reads
aa follows:
"Paragraph I—The debt hereafter In
curred by any county, municipal cor
poration or political d vision of this
Ktate. except «■ In this Constitution pro
vided for, shall not exceed sea en per
centum of the assessed value of all the
taxable property therein, and no auch
county, municipality or division shall
Incur any new debt, except for a tem
porary loan cr oana to supply casual
deficiencies of revenue, not to exceed
one-fifth of one per centum of the as
sessed value of taxable property therein,
without the assent of two-thirds of the
qualified voters thereof at an election
for that purpose, to be held aa may be
prescribed hy law; but any city, the debt
of which does not exceed seven per cen
tum of the assessed value of the taxable
property at the time of the adoption of
this Constitution, may be authorised by
