(COMMUNICATED)
To the Voters and Taxpayers of Richmond County
For something over four years I hnv* served the people of this coun
ty as ti member of the Board of County Commissioners. Sixteen months
of that time I have acted hh Chairman, and, In all these years, I hav;
endeavored to do my part In the conduct of the affairs of the County upon
a bushier s basis and without political or factional bias. 1 know Ills:
during my administration as Chairman, the interests of the county have
been subserved and economy hns been practised and that, absolutely
there has been no politics In any action of the Board'.
Tile results are shown In tlie improved physical and financial condi
tion of tho county. The public debt has been decreased more than $45,-
000.00 and every department kept up to standard. Continued progress and.
I think I may say. marked Improvement liave been made on the roads.
A number of reinforced teel concrete br'dges are projected for this year,
thus bringing our highways up to the very highest standard.
I will stake my business reputation that, if re-elected and retained as
chairman. In two more years we will get tho county entirely out of debt,
give the county a progressive administration and, at the end of that time,
reduce taxes from 57 cents to 40 cents a hundred.
I liave seen no criticism of our administration of county affairs
Then tvhy is til* opposition to my re-election so fierce and why am I be
ing alngled-out for an entirely unneces ary and wholly unprovoked politi
cal fight.
I am thoroughly familiar with the affairs of the county, know where
economics can he practiced and ought to b., made, and ! have a laudable
ambition to carry out policies which 1 believe will inure to the benefit o(
all the people; and when that Is done I shall be more than willing tc
retire.
I appeal to the taxpayers and to the thoughtful people of this county
to uphold my hands and let me continue the work in which 1 am earnest
ly engaged. Respect: ally,

The Emergency Value of Big Organization
a real catastrophe happens to a telephone system;
when a fire destroys an exchange and the terminal appa
ratus, or a storm lays low the pole lines, the value of a big or
ganization is quickly shown.
When a conflagration swept the city of Chelsea, Mass., it
burned the Bell Telephone exchange and destroyed the tele
phone equipment.
The next day a temporary central station was established,
amid the ruins, and the service restored.
l* S D m i^ r P rom P tness telephone service was re-estabfc
lisned m Baltimore, San Francisco and Bangor, and after the
more recent disasters in the Middle West.
To meet great emergencies, complete switchboards and ap
paratus valued at over SIOO,OOO are kept at Chicago and
ew York, crated and ready for shipment whenever the call
tor help comes from any part of the organization.
