NOTICE OF ELECTION.
Notice Is hereby given In accordance
with the provisona of the following Or
dinance. that the election therein pro
vided for, will he held in Augusta,
Georgia, on the first day of June, 1914,
for the purpose end upon the terms and
conditions In such Ordinance fully set
forth:
AN ORDINANCE TO PROVIDE FOR
THE ISSUANCE. SECURITY AND
SALE OF SEVEN HUNDRED AND
FIFTY THOUSAND DOLLARS ($750.-
000) OF RONDS FOR THE PURPOSE
OF PROTECTION AGAINST FLOOD.
The City Council of Augusta hereby or
dains:—
Section I—That on the first day of
June. 1914. there shall he held in this
City an election tinder the registry Ist
made up under an ordinance adopted
March 2nd. 1914. and approved March
Ird 1914, entitled “An ordinance to pro
vide for the registration of voters for
Bn election or elections to he held to de
termine upon the issuanre of bonds and
for other purposes," and under t’ <% ex
isting laws for election for Mayor and
Members of Council, except as modified
by this ordinance, to determine upon
the Issuance of bonds provided for in
this ordinance Notice of such election
shall he published in The Augusta Her
ald. the newspaper In which the Sheriff*
advertisements for the County Richmond
are published for thirty days next, pre
ceding the dev of election notifying the
qualified voters of Augusta that on the
first dnv of .Tune, 1914, an election will
be held to determine the question wheth
er the bonds provided for by this ordi
nance shall he Issued. Much notice shall
specify what amount of bonds are to he
Issued, for what purpose, what Interest
they nre to hear, how much principal
end Interest to be paid annually and
When to he fullv psfd off. All persons
voting at such election *n favor of the
Issuance of such bonds shall have writ
ten or printed on their ballots the words
-# For bonds *or the purpose of protection

to the Issuance of such bonds shall havß

words "Against bonds for the purpose of

Pectlcm 2—Should the issuance of such
bonds be assented to by two-thirds of
the qualified voters of Augusta and
should such amount of bonds he ascer
tained to be within the limit of bond*
authorised to be issued, under the Con
stitutional Amendment as hereinafter
fully set forih there shall he authorised
to be Issued and sold by The City Coun
cil of Augusta under the provisions of
thia ordinance, Seven Hundred ami Fifty
Thousand Dollars ($760,000) principal
amount of bonds, the proceeds of which
shall be used for the purpose of rro
faction against floods. Ruoh «»nda

Flood Protection Bonds of 1914,“ shall i*e
of the denomination of One Thousand
Dollars ts,looo> each, shall hear date the
first day of July nineteen hundred and
fourteen (1914). shall be payable as to
the principal amount thirty years after
di'te. shall hear -ntereat at the rate of
four and one-half per centum (4ty per
rent.) per annum payable semi-annual
ly on the first days of January and of
July of each year, surh Interest to he
represented by coupons attached to said
bonds, each coupon t elng for the sum of

and one (1.001) to one thousand, seven
huhdrad and fifty (1.760), both Inclusive,
shall be ligthograpbed or engraved, shall
be signed by the Mayor of Augusta,
countersigned by tbe Clerk of Council,
and have the Corporate Real of the City
Hfflxed thereto, and the coupons shall
bear the lithographed or engraved sig
nature of the present Clerk of Council.
Huch principal *nd Interest shall he pay
able at the office of the Treasurer of
the City of Augusta: the Interest to be
also payable at the American Exchange
National Rank. New York City. Such
bonds shall before issuance he validated
as provided by law.

paragraph one of section seven of article

of Georgia, the Act of the General As
sembly providing for which was ap
proved August 15. 1909. as appears In

to 60 Inclusive, and which was proclaim
ed by the Governor «»f the Rtate of Ocor*
ftia on the 20th day of October, 1910.

“Paragraph I.—-The debt hereafter In
curred by any county, municipal cor
poration or political division of this
Rtate. except as In this Constitution pro-

centum of the assessed value of all the
taxable property therein, and no such
county, municipality or division shall
Incur any new debt, except for a tem
porary loan or tonne to supply casual
deficiencies of revenue, not to exceed
one-fifth of one per centum of the as
sessed value of taxable property therein,
without the assent of two-thlrda of ths
Qiialif ed voters thereof st an election
for that purpose, to be held as may he
prescribed by law; but any city, the debt
of which does not exceed seven per cen
tum of the assessed value of the taxable
property at the time of tha Adoption of
this Constitution, may be authorised by
law to increase at any time the amount
