for the purpose and upon the term* and
conditions in such Ordinance fully set
forth:
AN ORDINANCE TO PROVIDE FOR
THE ISSUANCE. SECURITY AND
FADE OF SEVEN HUNDRED AND
FIFTY THOUSAND DOI.EAR'S
000) OF BONDS FOR THE PURPOSE
OF PROTECTION AGAINST FEOOD.
The City Council of Augusta hereby or
dains:—
Section I—-That on the Prut dny of
June, 1914. there shali be held in this
City an election under the registry Ist
mad* up tinder an ordinance adopted
March 2nd, 1914. nnd approved March
Brd 1914, entitled “An ordinance to pro
vide for the registration of voters for
fan election or elections to be held to de
termine upon the issuance of bonds and
for other purposes.’ and under » ' ex
isting laws for election for Mayor and
Members of Council, except as modified
by this ordinance, to determine upon
the issuance of bonds provided for 'n
this ordinance Notice of such election

ald. the newspaper in which the Sheriffs
advertisements for the County Richmond
are published for Ihtrlv days next, pre
ceding the dny of election notifying the
qualified voters of Augusta that on the
first day of .Tune. 1914. an election will
be held to determine the question wheth
er the bonds provided for by this ordi
banee shall be Issued. Such notice shnll
specify whet amount of bonds are to be
issued, for what purpose, what Interest
they are to bear, how much principal
and interest to be paid annually and
■when to be fully paid off AH persons
Voting at such election *n favor of the
issuance of such bonds shall have writ
ten or printed on their ballots the words
•'For bonds for the purpose of protection
against floods" and a’l persons opposed
to the Issuance of such bonds shall havg

words "Against bonds for the purpose of
protection against floods "

cil of Augusta under the provisions of
this ordinance Seven Hundred and Fifty
Thouaand Dollars ($750,000) principal
amount of bonds, the proceeds of which
shall be used for the purpose of pro
tection against floods Such bonds
shall be known ns "Citv of Augusta
Flood Protection Borsls of 1914," shall be
of the denomination of One Thousand
Dollars (S.IOOOI each, shall hear date the
first day of July, nineteen hundred and
fourteen (1914), shall ha payable as 10
the principal amount thirty years after
date, shall hear interest at the rate of
four and ona-half per centum (4ty per
cent.) per annum, payable aArni-annual
ly on the first days of January and of
July of each year, atich interest to he
represented bv coupons attached to said
bonds, each coupon being for the sum of

the State, and which amendment reads

curred by any county, municipal cor
poration or political d vision of tlna

vided for shall not exceed seven per
centum of the aseeaaed value of all the
taxable property therein, and no such
county, municipality or division shay
incur any new debt, except for a tem
porary loan or loans to supply casual
deficiencies of revenue, not to exceed
one-fifth of one per centum of the as
sessed value of taxable property therein,
without the assent of two-thirds of the
qualified voters thereof nt an election

Fee. 7—Sucn bonds shall be sold by

such bonds whenever sold shall have the
same dignity and no bond shall have any
priority or preference over any other
bond of such Issue. Such sales shall
be by competitive bid to the highest
bidder for cash. Each sale of snid bonds
shall be advertised in at least one news
paper in each of the cities of Augusta,
Uhcagn and New York once a week for
two weeks before the *a!e No sale

any past due coupons but nil pant due
coupons shall be detached before delivery
of the bonds to which they belong. The
time when sales of said bonds shall !>•
made and the amount to be sold at any
time, subject to the maximum amount

requirements of the work to be done for
the purpose of protection against floods
All the requirements, notion or details
in connection with any of such sales
