Abandonment of Rural Credits
Legislation For This Session
Decided on.
Washington.—President Wilson will
abide by the democratic caucus' ac
tion in abandoning rural credits legis
lation at this session of congress.
Representative Glass of Virginia,
chairman of the banking and curren
cy committee, today conferred with
the president and explained that in
his opinion the federal reserve bank
act will extend credit aggregating
$500,000,000 on farm lands. This will,
in a measure, cover the same ground
for which the rural credits act was
designated. Moreover it was pointed
out that the rural credits bill framed
by the Bulkley sub-committee was not
broad enough in its provisions to sat
isfy many administration leaders. The
president especially desires that the
rural credit act should extend credit
to the tenant farmer and the Rulkiey
measure provided credit only for land
owners. In the opinion of the presi
dent it would take many weeks to dis
cuss and frame a rural credits meas
ure acceptable to a majority of the
house.
The house today began adjusting it
self to the new legislative program of
concentration on anti-trust bills and
appropriation measures with adjourn
ment in contemplation by July 10.
House leaders, under the caucus

ton anti-trust bill and the Rayburn

Former Minister to Panama
Appointed For Mediation Con
ference at Niagara Falls.
Washington.—Secretary Bryan an
nounced today that H. Percival Dodge,
former minister to Panama, had been
appointed secretary to the delegation
which will represent the United States
at the Niagara Falls Mexican media
tion conference beginning next Mon
day.
Mr. Dodge is 44 years old, was born
in Boston and is a graduate of the
Harvard law school. He began his
diplomatic career as third secretary
of the American embassy in Berlin in
1899 and ran rapidly through the
three secretarial grades in that em
bassy. He was transferred to the em
bassy at Tokio in 1906 and received
his first appointment as a minister
in 1907, going to Honduras and Salva
dor, then a joint mission. Most of
his diplomatic service since that date
has been in Central America.
When the new I.atin-Amerlcan bu
reau was created in the state depart
ment in 1910 Mr. Dodge became its
first chief. The following year he
was made minister tc Panama. He re
tired from the diplomatic service Au
gust 25, last year.

Becker’s Counsel Hurl Long
List of Questions in Cross-
Examination at Murder Trial.
New York.—“ Bald Jack" Rose, the
informer, underwent the ordeal of
cross-examination today at the trial
of Chas. Becker for the murder of
Herman Rosenthal.
Martin T. Manton, of Becker’s coun
sel,, hurled at him a long list of ques
tions intended to bring out the life
the witness had led. Rose calmly met
each implication, denying that he had
engaged in petty larcenies, that he had
been asociated with women of the
streets, that he had been a “steerer”
for an opium den.
Rose said his acquaintance with Ro
senthal dated back 25 years. They
had been twice associated in busi
ness. He denied that they had quar
reled when this business connection
was dissolved. It is a contention of
the defense that Rosenthal was the
victim of a gamblers' war.
The defense introduced transcripts
of yesterday's testimony and from the
first trial showing certain discrepan
cies in the matter of meetings be
tween Rose and Becker. Rose admit
ted the discrepancies but did not ex
plain them.

in the City of Mexico
Washington.—One response to the
request of state department through
foreign diplomatic channels for Infor
mation as to the actual conditions in
Mexico t'ity was received today. The
message stated that the situation ill
Mexico was not abnormal; that the
people were not particularly alarmed
over reports that Zapatistas might
swoop down upon the city, and that
there was no apparent weakening on
the part of tlen. Iluerta.

Audience to Be Given at White
House to Delegation of Am
erican Interests.
Washington -It was anonuncad that
President Wilson later today would
give audience to a delegation of oil
men representing various American
companies interested inthe Tampico
oil fields. The delegation will be head
ed by Richmond J.evering of Rich
mond, Levering & Co., New York city.
On May 7 the American oil men in
terested in the Tampico fields held a
mass meeting in New York and adopt
ed resolutions urging this government
to take steps to protect the oil inter
ests threatened by revolutionists. The
committee was then appointed to visit
President Wilson. Besides Mr. Lev
ering the committee members were:
George S. Davison, president of the
Gulf Refining Co., Pittsburgh; W. A.
Thompson, vice president of the Texas
Company, New York; Thomas A.
O'Donnell, director of the Mexican Pe
troleum Company, Los Angeles; Jos
eph Trees, president of the Penn-. Mex
Fuel Company, Pittsburgh.
The men represent practically every
American concern having extensive
