There are now over 200 people at work on the Umpire, Including steel workers, layers of fireproof flooring, stone masone, brick layers, electric ians, plumbers, engineers, laborers, etc. The work Is being carried on with all possible dispatch and the Whitney Company, builders, of No. 1 Liberty Street, New York, has a very competent force of workmen here who are alert at all tlmeß. Many people who have been going to the Chautauqua every day eay that yesterday and today, the days of the Grand Musical Festival, are the great est daj s of the week. The Cathedral Choir last night wag fine. Extra seats had to he used to accommodate the crowd. Thesw splendid musicians occupied the en tire evening’s program and for two hours enteriained their hearers with the kind of music one feels that he could Bit up all night and listen to. They revived “Nellie Gray," that old, old song that few have heard since their childhood; the “Old Oaken Bucket”; “Coinin’ Thro the Rye”, Hnd such hymns aB these that never grow too old to be sung again, were heard once more; then selections from “II Trovatore”, "Faust" and other well known operas were sung. The program was rendered in two parts. The choir wras divided Into two quartets. The choir was given piano accompaniment, and it can be said that the | lantst was easily among the best that have ever per formed in this city. This morning-chaplain Y a rn«y, the regular morning hear lecturer, spoke to an Interested concourse of people on "Harnessing a Fairy,” showing the value of imagination. Chaplain Var ney has beyond a question pleased his audiences under the Chautauqua tent this week. Ills lectures have been on subjects vitally important and have served to create much pro ductive thought. They have so far been a feature of the Chautauqua in Augusta. The three envoys are leaving Amer lean territory purposely to disrobe themselves of official connection with this government, so that they may act in impartial and intermediary capac iay on a neutral soil. Upon the three mediators devolves the real burden of the conference at Niagara Ralls. They are to make all suggestions and Initiate all moves. From them must come the plan which all parties will take under considera tion. The American representatives have no plenary powers. They are to be only a medium of communication be tween the United States government and the mediators. Frederick W. Lehmann, former so licitor general of the United States, and Justice Lamar <jf the United States supreme court, who comprise the American commission, and H. Percival Dodge, their secretary, were at the state department going over official reports and familiarizing themselves generally with the work ahead of them. They leave early to morrow for Niagara Falls, N. Y. Their quarters will be on the Ameri can side of the line to facilitate com munication with Washington by tele phone and telegraph.
