conditions in such Ordinance fully set

AN ORDINANCE TO PROVIDE FOR
THE ISSUANCE, SECURITY AND
SALE OF SEVEN Hi;NUKED AND
FIFTY THOUSAND DODD ARB ($750,-
000) OK RONDS FOR THE PURPOSE
OF PROTECTION AGAINST FLOOD.
The City Council of Augusta hereby or
dains:—
Section I—That on the first day of
June, 1914, there shall be held In this
City an election under the registry Ist
mode up under an ordinance adopted
March 2nd, 1914, and approved March
Srd 19H, entitled "An ordlnmca to pro
vide for the registration of voters for

termine upon the issuance of bonds and
for other purposes,' and under i ex

protection against floods."

stitiitlonal Amendment as hereinafter

to he Issued and sold by The City Coun
cil of Augusta under the provisions of

shall he known as "City of Augusta
Flood Protection Ronds of 1914," slrall he

represented bv coupons attached to said

be signed by the Mayor of Augusta,
countersigned bv the Clerk of Council,
and have the Corporate Peal of the O'ty
affixed thereto, and the coupons shall
bear the lithographed or engraved sig
nature of the present Clerk of Council.
Such principal end Interest shall he pay
able at the office of the Treasurer of
the City of Augtista; the Interest to be
nlao payable at the American Exchange
National ltsnk.* New York City. Such
bonds shall hefere Issuance be validated
as provided by law
Sec. a Such bonds to he registered In
accordance with provisions of Ordinance
adopted June 2?.rd, 1913, and approved
June 24th, 1918.
Section 4 —These bonds are Intended to
ho sMiied under and by virtue of the au
thorin' contained In the Amendment to
paragraph one of section seven of article
seven of the Constitution of the State
of Georgia, the Act of the General As
sembly providing for which was ap
proved August 14. 1909. as app«uirs In
the pub! shed laws of 1909 on pages 77
tO 80 Inclusive, and which was proclaim
ed by the Governor of the Htate of Geor
gia on the 20th day of October, 1910,

"Paragraph I.—The debt hereafter In
curred by any county, municipal cor
poration or political division of this
state, except ns in this Constitution pro
vided for, shall not exceed seven per
centum of the assessed value of all the
taxable property therein, and no such
county, municipality or division shall
incur any new debt, except for a tem
porary loan or loans to supply casual
deficiencies of revenue, not to exceed
one-fifth of one per centum of the as
sessed value of taxable property therein,
without the assent of two-thirds of the
qunllfied voters thereof nt an election
for thßt purpose, to be held es may he
I*escribed by law; but any city, the debt
of which does not exceed seven per cen
tum of the assessed value of the taxable

centum of which shall represent the net
revenue per annum produced by the two
such propertlea together at the time of
su d valuation, and euch Indebtedness
not to he incurred except with the as
sent of two-thtrds of the qualified voters
of such city, at an election or elections
for that purpose to he held ns may he
now, or m.»y be hereafter, prescribed by
law for th«* incurring of new debts by

Pec. 7—ftuen bonds shall he cold by
the Finance Committee in lots or blocks
no# exceeding in any one sale the prin
cipal amount of Two Hundred and Fifty
Thousand Dollars ($250,000), but all of
such bonds whenever sold shal have the
same dignity and no bond shall have any
priority or preference over any other
bond of such Issue. Such sales shall
be by competitive bid to the highest
bidder for cash Each sale of said bonds
shall he advertised In at least one news
paper In each of the cities of Augusta,
Chcago and New York, once a week for
two weeks before the sale. No pale
shall he made so as to include therein
any past due coupons but all past duo
coupons shall be detached before delivery
of the bonds to which they belong The
time when sales of said bonds shall be
made and tho amount to be sold at any
Hme. subject to the maximum amount
heroin prescribed, shall be fixed by The
City Counci of Augusta according to the
requirements of the work to be done for
the purpose of protection against floods.
All the requirements, notice or details
in connection with any of such sales
shall be est to the discretion and pow
er of the F nance Committee.
