Activities of the Black Hand Arouses Pittsburg Pittsburg, Pa.—Activities of the black hand attracted the attention of authorities today when it became known that a number of outrages had bAen committed within the past twenty-four hours. At Butler two business buildings owned by Leonard D 1 Foggi, a pros perous Italian banker, were badly damaged by a bomb and Mrs. Di Foggi seriously hurt by flying glass. Di Foggi had appeared in court against members of an alleged black hahd so ciety. At East Pittsburg, Carl Marchtello. a Pennsylvania railroad yard fore man, was perhaps fatally stabbed early today. He had received black hand letters threatening his life. In criminal court today th 6 trial of Frank Gigtlotti was postponed be cause. it was stated, witnesses had been frightened into leaving the state. C. —An attack on the government’s reclamation policy was contained in a report today by the house sub-committee on permanent appropriations. The sub-committee charged that irrigation projects were in a stage of stagnation, that the in tent of the law had been violated in many important respects in the last 12 years, that much of the reclaimed land is in the hands of speculators. It recommended against any new recla mation legislation without submission of annual estimates to congress. The report, signed by Representa tive Borland as chairman, says that of 31 projects begun in the last 12 years, not more than three are nomi nally finished.
