If the Steamer Bavaria Has No
Proper Manifest, Funston Has
Power to Detain Vessel.
Washington, D. C. —Treasury ex
perts, dismissing the landing of the
cargoes of the Ypiranga and Bavaria,
dismissed as erroneous the theory tliut
the masters of those ships would ren
der themselves liable to punishment
by landing the munitions at a port
oilier than that to which they were
originally consigned. There is noth
ing in American law at least, to pre
vent consignors changing the destina
tions of cargoes.
Absence of a proper manifest, how
ever. Is punishable and General Fun
ston would be within his rights in
holding the Bavaria If, as reported,
that steamer had appeared at Vera
Cruz without such a document. The
Bavaria was reported last night to
have been detained )>»■ the American
commander.
■Representatives of the constitution
alists conferred with Secretary Bryan
again today and reiterated that steps
were being taken to definitely estab
lish relations for the Carranza element
with the Niagara conference. They
added that constitutionalist delegates,
if they go, would have the same rights
and powers as are enjoyed by the Am
erican delegates.
Won’t Comment.
Washington. Secretary Bryan said
that tn the absence of official infor
mation that General Funston was
holding the Bavaria, he could not dis
cuss that phase. He also declined to
say how the United States regarded
landing of the munitions after it had
been assured that officials of tile
Hamburg-American Line would order
both cargoes turned back, as was tile
cargo of the Kronprluaessln Cecille.

THE MORNING WITH
THE RECORDER
Before another day with the Re
corder is reported, it will be in point
to say a few humble words with re
gard to yesterday's report. What cams
out in the paper was very limited as
to intelligence, as you no doubt re
marked. In fact, to speak more
strongly, it meant nothing whatever.
It did not make sense.
This was because half of it got left
out by accident. Or by Somebody.
Nobody will acknowledge the fault tot
this omission. There was a very un
pleasant scene in the office this
morning. A very painful scene. But
for the timely intervention and great
tact of the office boy it might have
led to a most interesting case before
the Recorder tomorrow morning. He
very quick-wittedly thrust his hand
into the electric fan and began scream
ing like a Harpy, so that the psycho
logical moment was tided over In the
general alarm lest there had been a
Mexican Invasion or the Empire Buil
ding had fallen on him. But relations
are still strained.
Anyhow the fact remains that what
came out yesterday was a maudlin
sequence of entirely disassociated
words, and, though It is impossible to
attach the blame to any one man in
the office, let the writer at least make
it understood he is not responsible.
So much for that.
Nothing happened in Court this
morning.
