AN ORDINANCE TO PROVIDE FOR
THE ISSUANCE. SECURITY AND
SAUK OK SEVEN HUNDRED AND
FIFTY THOUSAND DOIJ.ARK ($750.-
000) OF RONDS FOR THE PURPOSE
OF PROTECTION AGAINST FLOOD.
The City Council of Augusta hereby or
dains:—
Section I—That on the first dny of
June. 1914, there shall be held in this
City sn election under tha registry 1-st
made up under sn ordinance nlooted
March 2nd, 1914. nnd approved March
3rd 1914, entitled “An ordinance to pro
vide for the registration of voters for
an election or elections to he held to de
termine upon the Issuance of bonds and
for other purposes,” and under 1 a ex
isting laws for election for May**- and
Members of Council, except ns modified
by this ordinance, to determine upon
the Issuance of bonds provided for ’n
this ordinance. Notice of such election
shall he published in The Augusta Her
ald, the newspaper in which the Sheriff s

er the bond* provided for by this ordi
nance shall he Issued. Bueh notice shall
specify what amount of bonds are to be
iMeued, for what purpose, what Interest
they are to hear, how much principal
and Interest to be paid annually and
when to he fully pa,d off AH persona
voting at such flection In favor of the

ten or printed on their ballots the words
“For bonds for the purpose of protection
against floods ” and all persons opposed
to the issuance nf such bonds shall have
written or printed on their ballots the
words “Against bonds for the purpoae of
protection against flooda.”

the qualified voters of Augusta arid
should such amount of bonds be ascer
tained to be within the limit of bonds
authorized to be issued, under the Con
stitutional Amendment as hereinafter
fully set forfh flw*re shall be authorized
to be Issued and sold by The City Coun
cil of Augusta under the provisions of
th.s ordinance. Seven Hundred and Fifty
Thousand Dollars ($750,000) principal
amount of bonds, the proceeds of which
■hall be used for the purpose of pro
tection against floods. Such bonds
shall be known as "City of Augusta
Flood Protection Rorwl* of 1914,” shall he
of the denomination of One Thousand
Dollars rj.lOOO) #arh. shall hear data the
first day of July, nineteen hundred and
fourteen (1914), shall be payable as to
the principal amount thirty years after
date, shall bear Interest at the rate of
four and one-half per centum (4% per
cent.) per annum, payable semi annual
ly on the first days of January and of
July of each year, such Interest to be
represented by coupons attached to said
bonds, each cottpon being for the sum of
Twmtv-two and 50-100 Dollars ($22.60))
shall be numbered from one thousand
and one (1,<K)1) to one thousand, seven
hundred and fifty (1.750), both inclusive,
shsll be Mgthograpbed or engraved, shall
be signed by the Mayor of Augusta,
countersigned by the Clerk of Council,
and have the Corporate Seal of the C'tv
affixed thereto, and the coupons shall
bear the lithographed or engraved sig
nature of the present Clerk of Council.
Such principal and Interest shall be pay
tide at the office of the Treasurer of
the City of Augusta; the Interest to be
also payable at the American Exchange
National Hank, New York City. Such
bonds shall before issuance be validated

Section 4—Th<*« bond* are Intended to
b« Issued under and by virtue of the au
thority contained In the Amendment to
paragraph one of section eeven of article
•even of the Conatitutlon of the State
of Georgia, the Act of the General Aa
■ernbly providing for which was ap
proved August 16. 19n», an nppeurn In
the published laws of 1909 on pagen 77
to 80 Inclusive, and which wan proclaim
ed by the Governor of the Ftate of Geor
gia on the 20th day of October. 1910,
to have been adopted by the people of
the State, and which amendment read*
as follows:
“Paragraph 'The debt hereafter In
curred by any county, municipal cor
poration or political division of this
State, escept ns in this Constitution pro
vided for, shall not exceed seven per
centum of the ssnessed value of all the
taxable property therein, and no such
county, municipality or division shall
Incur any new debt, except for a tem
porary loan or loana to supply casual
deficiencies of revenue, not to exceed
one-fifth of one per centum of the tm
seesed value of taxable property therein,
without the aaaent of two-thlrda of the
qualified voters thereof at an election
for that purpose, to be held ns may be
prescribed by law; but any city, the debt
of which does not exceed seven per cen
tum of the assessed value of the taxable
property at the time of the adoption of
this Constitution, may be authorised by
law to Increase, ut any time, the anuAint
of sa d debt, thrse per centum upon
such assessed valuation; except that The
City Council of Augusta, from time to
time, ns necessaiy. for the purpose of
protection ngntnst floods, may Incur a
bonded Indebtedness upon Its power pro
ducing canal and municipal waterworks,
In addtlon to the debts hereinbefore In
this paragraph allowed to be Incurred,
to nn amount In the aggregate not ex
ceeding fifty per outturn of the com
bined value of such properties, the valu
ation of such properties to he fixed us
may he prescribed by law, but add val
uation not exceed a figure five per
centum of which shall represent the net
revenue per annum produced by the two
such properties together at the time of
said valuation, and such Indebtedness
not to be Incurred except with the as
sent of two-thirds of the qualified voters
of such city, at nn election or elections
for that purpose to be held as may be
now’, or mny be hereafter, prescribed by
law for the Incurring of new debts by
said The City Council of Augusta."

same dignity and no bond shall have any
priority or preference over any other
bond of such Issue. Such sales shall
be by competitive bid to the highest
bidder for cash. Each sale of said bonds
shall be advertised In at least one news
paper In each of the cities of Augusta.

Insurance Co. or prison, making such
statements with evidence to convict
before the Insurance Commissioner
and of circulating false reports.
The Insurance Association has noth
ing against any dm tor. and all we
want Is Just he. and no one company is
responsible for the recent trouble. The
Association is only looking after the
protection of nil its members, and all
the good Christian colored people are
with us in the recent step against peo
ple drawing money who do rot work
