Blythe In the Philadel phia Saturday Evening Post.) “My ideal is an orderly and righte ous government in Mexico; but my passion is for the submerged 85 per cent, of the people of that republic, who are now struggling toward lib erty.” The President closed his fingers into a sinewy fist. He leaned forward in Lih chair leaned forward as a man leans forward who Is about to start on a race, his body taut, his muscles tense. I could see the cords stand out on the hack of his neck. His eyes were narrowed, his lips slightly parted, his vigor and earnestness impressive. History of World. "I challenge you," he said, “to cite me at) instance in all the history of the world where liberty was handed Sown from above! Liberty always is at tained by the forces working below, underneath, by the great movement of the people. That, leavened by the sense of wrong and oppression and in justice, by the f, rnient of human rights to he sttnlned, brings freedom. "It is a curious thing,” he con tinued. “that every demand for the es tablishment of order in .Mexico takes into consideration, not order for the benefit of the people of Mexico, the great mass of the population, but or der for the benefit of the old-time regime, for the aristocrats, for the vested interests, for the men who are responsible for this very condition of disorder. No one asks fur order be cause order will help the masses of the people to get a portion of their rights and their land; but all demand it so that the great owners of property, the overlords, the hidalgos, the men who have exploited that rich country for their own selfish purposes, shall be able to continue their processes un disturbed by the protests of the peo ple from whom their wealth and pow er have been obtained. The Dangers, "The dangers that beset the Repub lic are held to he the individual and corporate troubles of these men, not the aggregated injustices that have been heaped on this vastly greater sec tion of the poulation (hat is now struggling to recover by force what has always been thfirs by right. "They want order—the old order: but I say to you that the old order is dead. It is my part, as I see it, to aid in composing those differences so far as 1 may be able, that the pew order, which will have its foundation on human liberty and human rights, shall prevail.” As a result of my conversation with the President which was on the even ing of April 27, only a few hours after word had come that Huerta would ac cept the offer of mediation made by the representatives of Argentina, Bra zil anil Chill, I can state these con clusions, which will endure regardless of the outcome of mediation negotia tions. The settled policy of the Presi dent in regard to Mexico will he as follows: United States Policies. First—The United States, so lying as Mr. Wilson is President, will not seek to Rain a foot of Mexican terri tory in any nay or under any pretext. When we have finished with Mexico, Mexico will be territorially intact. Second—No personal aggrandize ment by American investors or ad venturers or capitalists, or exploita tion of that country, will be permit ted. Legitimate business interests that seek to develop rather than ex ploit will he encouraged. Third —A settlement of the agrarian land question by constitutional means such as that followed in New Zea land, for example—will be insisted on These are the materialistic ideals of President Wilson, the main points he has firmly in his mind. His future policy will rest on these foundations, regardless of what the moment may Inject Into the situation in the way of minor questions. * * * Not a Foot. “We shall not demand a foot of ter ritory nor a cent of money—except, of course, the settlement of such claims as may Justly he made by American citizens for damages to their property during these disturbances —individual claims. There will be no money de mand in a national sense. Then we shall have shown the entire world that the Monroe Doctrine means an unsel fish friendship for our neighbors—a disinterested friendship in the sense of not being interested in our aggrandize ment and that our motives are only the motives inspired by the higher humanity, by our sense of duty and responsibility, and by our determina tion that human liberty shall prevail in our hemisphere." The President paused. He had been intensely In earnest in his talk. He smiled, and Ilia long white fingers wove themselves in and out. Then, with a little gesture that betokened amused contempt, he continued: Not Fitted? "They say the Mexicans are not fit ted for self-government; and to this 1 reply that, when properly directed, there is no people not fitted for self government. The very fact that the extension of the school system by Olaz brought about a certain degree of un derstanding among some of the people which caused them to awaken to their wrongs and to strive Intelligently for their rights makes that contention absurd. 1 do not hold that the Mex ican peons are at present as capable of self-government as other people— ours, for example; but I do hold that the widespread sentiment that they never will be and never can be made to lie capable of self-government Is as wickedly raise as It is palpably absurd." Washington. Final arrangements for the unveiling tomorrow of the monu ment erected in Arlington National t'emetery in honor of the Confederate dead had been completed today. Pres ident Wilson was prepared to deliver an address at the ceremonies and many other high government officials, including several members of the cab inet expected to attend. The executive committee of the Ar lington Confederate Monument Asso ciation, of which Col. Hilary A. Her bert is chairman, has decided to place a large floral wreath on the stone stone which markes the graves of more than 1,000 unknown union dead in the cemetery immediately after the unveiling ceremony. Gen Geo. W. Gardner of Albion, Mich., commander in-chief of the Grand Army of the Re public; Gen. Bennett Young of Louis ville, commander of the United Con federate Veterans, and Sir Moses Ezekiel, the sculptor, all of whom will participate in the unveiling ceremonies were expected to arrive here today. The monument, w'hich is of bronze, has as its central figure the heroic statute of a woman, facing southward and bearing in an extended hand a laurel wreath. About the bars are thirty two iife-siized figures in full relief, representing the heroic sacrifices of the men and women of the Confeder acy. Erection of the monument was made possible through efforts of the United Daughters of the Confederacy. Col. Herbert formally will present the memorial to Mrs. Daisy McLaurin Stevens, president-general of the Unit ed Daughters, who in an address will in turn present it to the government.
