In 1912-13 a third Home Rule bill was introduced and passed twice in the House of Com nons, but rejected twice by the House of Lords. Under the provisions of the Parliament Act. 1911. a bill passed thrice by the House of Commons may receive the royal assent in spite of its rejection by the House of Lords. The provisions of the Government of Iro bill (as amended in committee and on report) are summarized below: Legislative Authority. Parliament and the United King dom.—The supreme power and au thority of the United Kingdom shall remain unaffected and undiminislied over all persons, matters and things in Ireland and every part thereof. Af ter the day of the first meeting of the Irish Parliament (infra! the members returned by Irish constituencies to the Parliament of the United Kingdom shall be reduced from 103 to 42 mem bers, from the constituencies named in the first schedule of the Act (8 Bor ough members, viz., Dublin 3, Belfast 4, and Cork 1; and 34 county mem bers, viz,, Ulster 11. Leinster 8, Muns ter 9, and Connaught 6. For the purpose of revising the fi nancial arrangements under the Act (if at some future time the Joint Ex chequer Board, q. v.. shall find that during any three successive years cer tain conditions unfavorable to the Irish Exchequer have arisen, and shall so report to the Treasurer and the Lord Lieutenant), there shall be sum moned to the House of Commons of the United Kingdom such number of members of the Irish House of Com mons as shall make the representation of Ireland at Westminster (with the 42 members retained as above men tioned) equivalent to the representa tion of Great Britain on the basis of population, and such members shall bo deemed to be members of the House of Commons of the United Kingdom for the purpose of any such revision. The Irish Parliament. On and after “the appointed day" (the first Tuesday in the eighth month after the month in which the Act is passed, or such other day not more than seven months earlier or later as may he fixed by order of His Majesty in Council), there shall be in Ireland an Irish Parliament, consisting of His Majesty the King and two Houses, the Irish Senate and the Irish House of Commons. This Parliament shall meet once at least in every year, and be summoned, prorogued and dissolved by the Lord Lieutenant. The Senate to consist of 40 Sena tirs at first nominated for 5 years by the Lord Lieutenant, and subsequent ly elected for 5 years by the four Prov inces (Ulster 14, Leinster 11, Munster 9, Connaught 6), according to the prin ciple of proportional representation. The House of Commons to consist of 164 members —from Ulster 69, Lein ster 41, Munster 37, Connaught 25 (34 borough members and 128 county), with 2 University members, elected for 5 years, unless the House be soon er dissolved. In any constituency which returns 3 or more members the election shall be held on the principle of proportionate representation. In case of disagreement between the Houses the Ix>rd Lieutenant may con vene a joint sitting, and a majority of those present may' pass a disputed bill. Legislative Powers.—While the Irish Parliament may make laws for the peace, order and good government of Ireland, it may not legislate in re spect of— (1) the Crown. succession to the Crown, Regency, or the property of the Crown, or the Lord Lieiutenant; (2) the making of war or peace; (3) the navy, army or territorial force; i <4) treaties or external relations; (5) dignities or titles of honor; (6) treason, treason felony, alienage, naturalization, or aliens as such, or domicile; 7() tri(de with any place out of Ire land, bounties on exports, quarantine, navigation or merchant shipping; (9) postal service and rates (excent inland) and designs for stamps; (9) lighthouse buoys or beacons; (10) coinage, legal tender, standards of weights and measures; (11) trade marks designs, mer chandise marks, copyright, patent rights; (12) any of the "reserved matters” (see "Reserved Services,” infra). This limitation to cease in respect to any "reserved” matter that shall be "trans ferred.” Further, the Irish Parliament shall not establish, endow, prohibit or re strict, or give a preference, privilege or advantage on account of, any re ligious belief. i ill p ppp Executive Authority. The Lord Lieutenant.—The execu tive power of Ireland shall continue vested !n the King and shall be ex ecuted on His Majesty's behalf by the I.ord Lieutenant or other chief execu tive officer for the time being appoint ed. The Lord Lieutenant to be ap pointed by the King for the term of six years, which shall not be affected by any change of Ministry, and no subject of the King to be disqualified for the office on account of his relig ious belief. The Responsible Ministry.—The power thus delegated to be exercised through Irish departments, the heads of which shall be Irish Ministers, hold ing office during the pleasure of the Lord Lieutenant. Such Ministers must be members of the Privy Council of Ireland, and must be, or become with in six months of appointment) mem bers of one of the Houses of Parlia ment. Irish Ministers other than heads of departments shall also hold office during the pleasure of the Lord Lieutenant. An Irish Minister who is a member of the Senate or House of Commons may speak in either htvjse, but may vote only in the house of which he is a member. Executive Committee.—The Irish Ministers shall be an executive com mittee of the Privy Council of Ireland to aid and advise the Lord Lieutenant In the exercise of his executive power in connection with Irish services. The Judicature. Existing Judges. All existing Judges of the Supreme Court of Ire land and ail existing County Court Judges shall continue to hold their offices upon the conditions ob taining before the Act was passed. Appeals. —Appeals shall no longer lie from the Irish Courts to the House of Lords; but where such right of appeal existed, it may be made Instead to tho Judicial Committee of the Privy Coun cil, of not less than four Lords of Ap peal, of whom at least one Is or has been a Judge of the Supreme Court in Ireland. Constitutional questions, and cases where the validity of an Irish law is questioned, may also be brought before the Judicial Committee. The Civil Service. Civil Service Committee.—For the purpose of the provisions of the Act with respect to existing officers there shall lie established a Civil Service Committee of three members, of whom one shall be appointed by the Treas ury, one by the Executive Committee, q. v., and one (who shall be chairman) by the Lord Chief Justice of England. Collection of Revenue. -The pro ceeds of all taxes levied In Ireland, whether under the authority of the Parliament of the United Kingdom or of the Irish Parliament, shall he paid Into the Exchequer of the United Kilngdom. The Irish Exchequer.—There shall he an Irish Exchequer and an Irish Consolidated Fund, separate from those of the United Kingdom, and to the Irish Exchequer there shall ho paid the "Transferred Hum," q. v. All sums paid Into the Irish Exchequer shall form a Consolidated Fund, and he appropriated to the public service of Ireland by Irish Act, and shall not he applied for any purpose for which they are not so appropriated. The accounts of the Irish Consolidated Fund shall he audited as Appropriates Accounts by or under the direction of an Irish Controller and Auditor Gen eral. to be apolnted by the Isjrd lieu tenant. Joint Exchequer Roard.—There shall be established a Joint Exchequer Hoard, consisting of five members, of whom two are to be. appointed by the Treasury and two the Irish Treasury, with a chairman appointed by the King. The principal duty of the Hoard Is the determination of matters In connection with the "Transferred Hum," especially with a view to the revision of the financial clauses of the Act, as provided above (see "I’arlla- the United Kingdom, ") 2ND.
