HOKE SMITH VSJ CONVICT LABOR Senator to Fight Bill That Will Operate to Increase Cost of Cotton Bagging. Washington. Southern senators and congressmen, says a special to the Atlanta Journal, are aroused over the bill to prohibit the importation Into the United States of "goods, wares, or merchandise, made in whole or in part, from materials manipulated in any ; way by convice, pouper or detained la bor.” The bill passed the house some time ago. The Southerners have contended all the time that the passage of the bill will nullify the good effects of the tar llT act In so far as it relates to cotton bagging. Senator Hoke Smith and Congress man W. C. Adamson yesterday con cluuded an exhaustive investigation at the treasury department which con tinued them In the belief that the pas sage of the bill will operate to In crease the cost of cotton bagging to Southern farmers. Cotton Bagging. The tariff act contained a provision against the importation of goods or wares made in whole or in part by con vict. pauper or detained labor. Sen ator Smith and Judge Adamson learn ed at the treasury department yester day that the cotton bugging manufac turers of the United States sought to have the importation of cotton bagging stopped under this provision. The treasury department turned down these American manufacturers on the ground that convict labor was used only In cutting the timber for which Russian sag 'is made and in unravelling certain classes of waste, both of which are used in the manufacture of cotton bag ging. Shortly after the adverse decision of the treasury department on the appli cation of the cotton bagging manufac turers the bill that has so aroused Southerners was Introduced In the house This measure goes further than the tariff act In that it excludes from Importation any commodity man ufactured from materials “made In whole or in part by convict, pauper or detained labor.” Sought and Failed. The bill accomplishes Just what the American manufacturers of bagging sought and failed to accomplish through a ruling from the treasury de partment. Its passage would exclude all foreign bagging and would give the home manufacturers a monopoly of the business so they could charge South ern farmers almost any price they pleased for cotton bagging. Cotton bugging was placed on the free list In the tariff act, hut If the present bill becomes a law, the cost to the farmer will be Increased by one third Senator Hoke Smith expects to resist the measure in the senate He has Introduced already and has passed a resolution calling on the treasury de partment to furnish a detailed state ment of the things that will he ex cluded from Importation under the hill.
