DENIES CAUSING TRIPLETBAGEDy Woman Accused in Note Left By Bennett Says She Did Not Gossip About Him. Mrs. Jennie Rutledge, of 9 Krug street, characterized by H. F. Bennett in the death notes as the person whj I caused the tragedy by her 'lies, em phatically denied to a Journal reporter Friday afternoon that she *ver gossip ed about the affairs of the Bennetts. "I only hope Bennett prayed before h,. wrote that lie," Mrs Rutledge said, Whe told by a reporter of the para graphs in the note which referred to her. . , . Mr*. H< said that In a year lie had sepa rated eight times from his wife and that three times he had taken the baby out of the Home for the Friendless for the periods that they lived together. Recalls'- he moved the habv so much the home had refused to take it this time, he told me. "He said he would pay for the baby’s keep, and so I took It. He brought the child out here one Tuesday, about two weeks ago, and It remained until Saturday. "Then Bennett's wife came out here with a note from him telling me to let her have the baby. I gave the child to her, and soon she left "She and Bennett earn, baek one day after that, and it was the last time 1 ever saw either of them.” Mrs. Rutledge admits that on the occasion of the last visit that she and the Bennetts had talked sharply to each other, and she admits giving them a little "advice,” hut that ts all she Is willing to gay.- Atlanta Journal. Negro Kills 8 Others With Short Handled Axe Branchvill., Texa*.—Sholl Mannings, a negro, killed eight other negroes here today with a short handled axe because ho suspected they had charged him with horse theft. Twice this Week when arrested at small towns near here on the charge. Mannings broke Jail Ho arrived here today before daylight. J. —Restrictions placed upon legislation by the federal consti tution have been reperalc-d by the su prems court and the nations laws now are enacted and enforced as the people demand without regard to any previously established limitations, United States Senator James Hamil ton Lewis, of Illinois, declared In an address before the Maryland Bar As sociation here today. Senator Lewis' subject was "Law and Government.” By General Consent. “In this United States there is no law of government,” declared the speaker. Our nation now is guided by a general consent to yield to what the people demand from government, without regard to any laws existing for the control of government. We have no constitution that Is of any effect as limitation on legislation nor as a source of authority to offic ials. The lormer line of division be tween states and nation is effaced — j over this former space extends the! merger of state with nation —with the state absorbed in the nation. The former limits of the rights of states; and the power of tne United States, are all wiped out. In Every Part. ' The supreme court ot the United States by decisions has repealed the constitution of the United States in; every part that had previously serv-1 ed to place limits oil congressional legislation or that which authorized, by recognition the sovereign power of | states for self government. We have no chart to guide legislation—no fun damental law to restrain impulsive; enactments. Charter of Confusion. The constitution of the United j States—as construe I by the courts— has become a charter of confusion and a contract of obstruction to pop ular government by popular will. The courts now concede that the peo pie will have their laws as they will, and judges assent that to declare such laws unconstitutional would but arouse resentment against the courts and insurrection against he decisions.
