GIANT MANAGER SECURES TWO MORE GOOD PLAYERS New York.—Negotiations have been practically concluded fov the purchase by the New York American League duty of Monte Pfyl, first baseman and Out fielder S-tarit from Jersey City of the International League. Both Pfyl and Strait are wanted by Manager Chance because of their heavy batting. Pfyl was carved for several yea#s on the reserve list of the New York Giants. He jumped to the coast outlaws. When the league was taken into organized ball Pfyl was sentenced to five years in that company. Later he was reinstated and McGraw permitted him to sign with Jer sey City. Strait also comes from the Pacific coast, where he gained a reputa tion as a distance hitter. The Americanizing of English Seaside Resorts London. —England is an effete country, seaside municipalities are telling us ev ery day. There is no gaiety, no veal life, and the solution seems to lie in tlie Americanizing and Continentalizing of these pleasure spots. As befits Lon don’s most popular seaside resort, Brighton has started first in the reform race. Chalets for male and female uses have been erected all along the seashoVe and in the shops you can see Mexican bathng suits of startling colors. These, we are told, come direct from Atlantic City, whence comes another innovation to be tried here shortly. These are floats about twice the stee of afternoon tea-tables, around which bathers, with the salt water lapping thei*r chins, may swim and enjoy the cup that cheers but does not inebriate. Nobody at Brighton haG worn the Mexican suit yet, but the lack of enterprise is due to modesty, which will disappear in quick time when the Cockney girls take their annual va* cation. New 2nd Chamber to Take Place at House of Lords Prime Minister Will Lay These Proposals Before the House of Commons. London.—During the month of July the prime minister will lay before the house of commons the proposals of tne government for a constitution of n new second chamber to take place of the house of lords. It is not expected that any attempt will be made this year to translate these proposals into law. but they are being made in ac cordance with a promise in the king's speech at the opening of parliament that they would be submitted for con sideration during the present session. While the scheme is not yet com pleted it is known that the hereditary principle, which even many unionists oppose will be largely or entirely elim inated, and that the other churches of the kingdom will be gfrven similar representation to that no wenjoyed by the established Church of Eng land. What the liberal party, except those opposed to any second chamber at all, aims at is to secure that the new second chamber shall, to a large extent, he in union with the house of commons. In order to obtain this it is probable that every freshly elected house of commons will have the right to nominate a certain proportion, per haps one-third of the second cham ber. Thus if a house of commons is liberal, so will be the other branch of the legislature, and, if on the other hand, it should be conservative, It will be able to constitute the second cham ber In harmony with Its own views. As the house of commons is becom ing more and more a house of groups, it would follow that the various groups would have representatives in the sec ond chamber, and England may yet live to see laborites, socialists and even Irish nationalists seated on the benches now sacred to peers of the realm. If this plan were adopted It would be a question whether it would be necessary to continue those provision', of the parliament act, which prohibit the upper house from vetoing house of .common hills more than twice. However, this is one of the tre mendous tasks which the liberal parti has undertaken and to carry which It must overcome not only the oppo sition of the unionist party, the church, the present peers, but that great body of English eonversatism which will brook no change in estab lished things and customs. During the winter and spring new courts have been laid own all over the country, and the game is played at all the big house parties, while Innumerable clubs have been organized. All the parks, too, now have their tennis courts, and if not lmedlately, at any rate In the near fu ture Kngland hopes to produce young players to replace the veterans who have to be depended upon to uphold her end in the game. Other members of the royal family are devotees of the game. King George plays fairly well on the courts at Buck Ingham Palace and Windsor Castle, and is a frequent spectator at tournaments.
