Due to 111 Health. Speaking before; the department of ' child hygiene, J>r. Louis W. Rapeer <»r the New York Training School for Teachers, advocated education as a means of eliminating “enormous na tional financial loss” due to ill health “The average working man’s family has an economic loss of between five and 15 per cent of the anual income due to ill health,” Dr. Rapeer said. "The principal method for eliminating this was through education. As a preparation for Industrial efficiency no phase of general or direct voca tional training ranks higher in im portance than health education." City boys with useless experience become convicts, while country boys educated in a natural environment by family responsibility, become doctors, lawyers, merchants and teachers, ae « nrding to Rufus Stanley of Elmira, \\ Y., who Hpoke before the state and national club leaders. New York. —American yachtsmen who are in close touch with the prep arations being made by Sir Thomas Upton for his fourth attempt to lift the America’s Cup, have recently re ceived an Interesting analysis of the preliminary showing of Shamrock IV. A cording to this report the challenger designed by Charles Nicholson is like ly to prove the most dangerous yacht ever sent across the Atlantic in quest of the famous trophy. Although the English yachting experts will not com mit themselves regarding the chances of the challenger as yet. the Impres sion appears to be growing that it Shamrock IV makes the ocean trip without straining she will prove far more formidable than any of the Shamrocks or Valkyres that raced for the cup between 1893 and 1903. As in the case with the cup defense yachts. Resolute, Defiance and Vani tie, there still remains much to be done on Shamrock IV before she sails for America late this month. All this experimenting and Improving meets with the entire approval of the English yachting ex perts, hut when it comes to the crew and skipper the same confidence and support is lacking. In fact the com mand and manning of the yacht is the subject of much talk, and wide di vergence of opinion. The old yachting •hands, while acknowledging that Cap tain Burton, who Is to command, is probably the best racing man in Great Britain today, do not like the Idea ol Captain Sycamore, with al! his experi enee of racing off Sandy Hook, being entirely elimnated. Dual Command. This move was doubtless decided upon, to avoid the friction that oc curred ,n 19.03, owing to a sort of dual command. This year Captain Burton will be in sole command. He will have as his assistant, however, Captain Turner, who acted in a similar capacity for Burton in most of the big races in English waters and re cently on Sir Thomas I-ipton's twenty three metre yacht Shamrock in Eng lish regattas. Aside from the lack of experience in America cup races, some doubt Is expressed among racing >achtsmen whether these two will get as much out of the crew as would Captain Sycamore, who is better known among the men forming the crew. A yachtsman who has had experi ence with each of the yachts Sir Thomas has sent across the Atlantic, expresses the opinion that one of the chief causes of failure in the past has been the lack of training of the crews of the Shamrocks. The Americans, he pointed out, spend weeks in get ting their crews into training, and hour after hour they are put through practice of lowering and raising sails, until orders given by the captain are carried out with a quickness that is a marvel and surprise to English yachtsmen. While the Americans are practicing, he said, the British crews take life easy. The result is seen when the race is on, since quickness in carrying out orders makes the dif ference between success and defeat. That Captain Burton realizes this is shown by the fact that the Sham rock IV men are being drilled harder than any previous cup challenging crew. Those who arc Inclined to be pessimistic, however, contend that the real test will come when the amateur skipper of Shamrock TV endeavors to arouse the enthusiasm In the crew necessary for to bring about th* ut most speed and harmony among its in dividual members. They hold to the opinion that a veteran professional like Captain Sycamore can always get better results from the men before the mast than an amateur Time alone can solve this problem, which Is of far greater Importance than would appear from surface indications.
