IHTER’IIL MEET
OF THE BLIND
Mo s t Interesting Exhibit at
Conference is Showing of
Workings of Braille System
in China.
London—Perhaps the most Interesting
ev]llllit at the Interna tonal conference
O' the Blind Is the showing of the work
ings of the Bra tile system In China. do
’ m<l "• Hil * Murray make it for the
I'lind Chinese to read that the afflicted
fMltdid the persons with sight and now
Itnnv Chinese whose eyes are perfect use
•he methods invented for the sightless.
The Hill-MuVray system has been in full
working order at the Pekin Institute
since 1879.
Mr. Hill-Murray was a Glasgow man,
son of a sawmill worker at Port Dundas
All accident cost him his left arm and
' " fanned his living as a postman until
i s religions studies led him to theeon
-1 aision that mission work was his
metier. After'seven years the Bible So
-1 it tv asked him to go to China as agent
and he consented.
nne of the first things In China that
impressed Mr. Hill-Murray was the ex
tt'toidiimry number of blind men due to
tm- long unchecked ravages of small-
I ox. ophthalmia and other diseases. The
proportion is said to he one in ROO of the
population. By a brilliant inspiration
Mr Hill-Murray decided to employ num
erals represented by Braille symbols fir
the ins sounds in use in common
speech in China.
The system was found so surprisingly
c isy that the most ignorant blind per
son who takes the trouble to learn,
fates Miss Gordon Cumming, “acquires
the arts both of reading and writing flu
enth in less than three months.” And
now sighted persons are learning by ex
acts tile same system.**
Yuan Shih Kal not long ago paid an
unsolicited but well-merited tribute to
the work done by Mir. Hlll-Murrav and
Ills supporters in China.
Twenty-nine countries were represent
ed ;it the Conference Delegates from
practlfally every European country were
present, while the Colonies, India, Amer
i n China and Japan were fully repre
sented.
To the blind at work In the exhi
bition room was a revelation. So deft
were the workers that it was Impossible
to pity. One chief feeling was one of
deep admiration for the skill of men and
women who could produce articles that
would add lustre to the reputation of a
sighted worker.
Delegates to the Trades
Union Congress; London
Londur —At the trade union congress
which is to be held in Portemoutli In
September, delegates from the United
Slates, Panada and Germany will be
among the overseas visitors. The Am
erican Federation of Labor has alrady
notified the Congress that W. D. Ma
hon, president of the Street and Elec
tric Railroad Employees of America and
Mathew Woll, president of the Inter
national Photoengravers of America will
be the federation delegates. Mr. Ma
hon. together with L. V. Bland of Chi
cago, are going to spend some time in
Europe for the purpose of making a
special study and Investigation of the
municipal ownership of tramways.
The Trade and Labor Congress of
Canada has appointed Alphonse Vaovlile,
M. P., as their delegates.
Some interesting statistics about the
labor movement have been given by the
Parliamentary Council of the Congress.
Never in the history of labor organiza
tions has labor been so consolidated as
it is today. Recently the three organi
zations covering the railroad employees
linked up and brought their forces to a
total of more than 300,000. Then this
body entered into a binding agreement
to act in unison with the transport
workers and the miners so that this al
liance easily constitutes the largest and
most formidable labor combination in the
wf.vld. Its members number more than
a million.
Develop Germany's Canal
System; Already Good
Berlin.—Plans are being laid for a
further ambitious development of
Germany’s already admirable canal
system. Experts are starting a study
of all phases of a waterway to con
nect the Rhine with the North Sea
through German territory.
Two projects will be taken into ac
count, one of which would restrict the
canal to Internal traffic. A depth of
about 15 feet is provided for, which
would enable the Rhine steamers to
reach the North Rea. If this plan
were adopted it would also be neces
sary to deepen the Rhine between Co
logne and Wesel. The whole expense
is estimated at about $125,000,000.
The other project has been worked’
out by an engineer named Rosemever,
: nd provides for a ship canal with a
liepth of water sufficient to enable
ocean-going steamers to reach Col
ogne from the North Rea. This pro
ject would entail the expenditure of
a much larger sum of money, but it Is
< nnstdered to be feasible and lias
many influential supporters.
