American naval officer had been found
without foundation by a court of ln*-

tion was held in abeyance. The findings
of the court were described In this state
ment by Act ins Secretary Roosevelt of
the navy department:
“The navv department has received a
dispatch from Rear Admiral Badger
Muting the investigation of the allega
tions made by Fred L. Boalt, a news
paper correspondent at Vc?ra Cruz of the
Newspaper enterprise Association, has
been concluded.
The inquiry was exhaustive and ex
amined into every phase of the charges.
It showed concluslvel-y thaJ Boalt s
statements were false and that under no
circumstances or at no time w'as the so
called ‘law of flight' applied at Vera
Cruz tty the naval forces of the united
States. Admiral Badger reports that he
will forward the proceedings and recods
to Washington by the next mall. The
acting secretary of the navy is highly
gratified, hut not in the least surprised
at the results of the investigation.''
The finding exonerates Ensign Wil
liam A. Richardson of the battleship
Arkansas who was named by Boalt as
authority for his stories.

Change the Office to County
Prosecutor. New Counties

Atlanta. Ga. -A vigorous fight over the

abolishing the office of solicitor general
and t reating the office of County Rrose
cutlng Attorney, developed when the
measure was brought up for considera
tion Thursday. , .
The right against the bill was led by
Culpeppiv, of Merlweather county, sml
McMlchael, of Marion, the opposition of
the latter being based on the fact that
he has prepared a bill, already intro
duced In the house, putting the Solicitor
Generals on a salary.
Representative Fullhrlght led the fight
In behalf of his bill. He declared a
similar law Is In operation In most of
the progressive states of the Union, and
that by enacting It Georgia will turn
into the coffers of (he various counties
thousands of dollars that now go Into the
pockets of the Solicitors General as fees.
Wohlwender Backs Bill.
Wohlwender, of Mnscogc*. spoke In
behalf of the hill charging that the So
licitors are lobbying ngalnst it. and that
lis passage was almost essential to the
welfare of the state.
Mr Wohlwender had the floor when
adjournment was taken at 1 o'clock,
and will "resume his dlscuslon of the
measure Friday.
Mr Fullbrlgld's bill provides that
the salaries of the prosecuting attorneys
created by the measure shHil he fixed
1 1 v the legislature by means of lochl
hills. Two amendments were offered,
one by Mr. Fullhrlght, which provides
that the hill shall not he effective until
1917. and the other by Garllnglon of
Richmond, which provides that the bill
shall go Into effect after the expiration
of the terms of the present Solicitors
General throughout the state.
Mr. Fullhrlght explained also that his
hill would have the effect of abolishing
the Solicitor of City Courts, forcing the
county attorney to hnudle criminal cases
from the Justice courts to the supreme
court.
The house Thursday killed two hills
creating new counties without allowing
either of them to reach a roll call. The
propoettlon to create the county of
Griggs from territory earved from the
oountlea of Mitchell. Worth and Colquitt
was defeated when the report of the
committee favorable to the passage of
the bill was disagreed to by a vote of
94 to 41.
The report of the comlttee ne the
llanaell county bill, to eree*- inat coun
ty with territory fro.,, Mitchell Grady,
Thomas and Colquitt counties, was dis
agreed to by a vole of 96 to 21 The
latter Mil was vigorously opposed by
Hopkins of Thomas county.
