Measure For Developing
Water Power.
Washington.—Majority Leader Un
derwood supported the Adamson gen
eral dam bill In a speech In the housj
today, as protecting the public against
monopolistic abuse, fifty year per
mits would be granted to private capi
tal under the bill for developing water
power projects.
Mr. Underwood pointed out that
hydro-electric power Is not a commod
ity. In the same sense as steel, oil,
tobacco and similar products. He said
there were two kinds of monopoly, that
In which the price of a commodity Is
,privately fixed and competition driven
/out and that of a publicly controlled
corporation such as a water power
development.

the Adamson bill, Mr. Underwool
pointed out that If the government
determined to reclaim the property
covered by the permit to build a dam,
It would not be compelled to pay for
the franchise rights, business devel
oped or good will, but merely for the
fair value of the property belonging
to the grantee.
"My only fear," said Mr. Underwood,
"Is that, while the rights of the pub
lic are protected, it does not hold out
sufficient Inducements to eapital to
encourage Investment In such enter
prises He said only four important
dams have been constructed in the
navigable streams of the country In
the last decade, the Keokuk, on the
Mississippi; the Hale's Rar dam, on
the Tennessee river; (’non Rapids
dam, on the upper Mississippi, and

Session of Congress in Sub

Washington. —To cure alleged evils
of the "plucking board” plan of pre
venting stagnancy in the navy, as re
vealed In the congresional investi
gation of the elimination Crom the
active list of certain naval captains of
unblemished records, an effort prob
ably will be made at the next session
of congress to substitute for thp pres
ent law a scheme of promotion com
bining the features of both seinority
and selection.
Secretary Daniels already has caus
ed to be gathered from the various
branches of the naval service a mass
of data and suggestions embodying
the \-|ev« of offi-nrs of every grade
and condition. This is to be turned

with a view to the preparation of leg
islation In time to forestall the ap
pointment of another plucking hoard

While this hoard will have before it
number of suggestions looking to a
proper flow of promotions without
recourse to "plucking,” the dominant
idea is that where an officer has not
made an exceptionally good record, he
will not be arbitrarily retired, but al
lowed to remain in his grade. This
would Involve his being passed over
by better equipped officers below
him.
