appointing: a commission, he aided by As
sistant Secretary Roosevelt, to investi
gate and recommend a new law to con
gress. Serving with Mr. Roosevelt on
the commission will be Rear Admiral
Victor Blue, chief of the bureau of navi
gation, naval constructor, D. W. Taylor,
and Lieut. Chas. M. Austin.
