Senate Committee Told That
Extensive Preparations For
Coal Trans Shipment Are
Under Way. (

preparations for handling coal at
Charleston, S. was introduced to
day before the senate committee in
vestigating 'barges of rate discrimi
nations against South Atlantic ports.
A. P. Thom, general counsel for the
Houthern, (rose examined B. I-. Dn
loney, an Independent coal operator of
Bristol, Virginia-Tenncssee. author of
the charges. Dulaney insisted that
the railroads prevented operators
vented operators from seeking a mar
ket at ( harleston.
Mr. Thom said the Southern was
anxious to arrange for coal trans
shipment there, and had purchased
property and made other arrange
ments for construction of a pier
"When will this Improvement be
finished?” Mr. Dulaney asked.
"1 cannot tell you .exactly, but the
company Is carrying out Is plan tn
good faith," replied Mr. Thom.
The attorney added that an effort
by the late President Finley of the
Southern to enlist the Cltnchfleld
toad In a movement to build a pier at
Charleston had failed because officials
of the lutter .line objected to the
Southern’s stipulation that the pier
must he open to all shippers of coal.
Mr. Dulaney said W. B. Emmett,
who had tried to arrange for the con
struction of a coal pier at Charles
ton, told him the vice president of the
Southern opposed the project because
E. J. Berwlnd and Henry K. McHarg
controlled the northern coal trade and
would Interfere with the development
of Southern ports.
