FRANCE Paris * Rome Americans have been arrested because they were without official permission to remain in Paris. Halifax Two Germans were taken prisoners today nt Custer, near here, on charge of being spies. AUSTRIA Vienna Five thousand Montenegrins have ad vanced aganst the Austrian frontier posts to the east of the fortified town of Tre binje Herzegovina. The Austrian losses were one officer and twenty-one men while the Montenegrins lost 200 men killed. The. Russians have made strenuous efforts to enter Austria, but have been re pulsed. The Austrian frontier troops have carried out successfully several re connoitering expeditions. The Reichepost says that Servian supplies from the new Servian territory are gradually hVing rut off as the surrounding of the Ser vians by the Austrians pro ceeds. Paris.—According to advices received here the Servian advance posts have arrived before Visegrad, Bosnia, to which place the Austrian troops fell back when they retired from the Servian frontier after losing two officers and 20 men killed. EIGHT REGIMENTS. Rome, (via Paris.) —Eight Austrian regiments are reported to have crossed Lake Constance enroute for Alsace. MONTENEGRINS BOMBARD. London.—The Rome 1 correspondent oi; the Ex change Telegraph Company says that according to despatches from Vienna the Montenegrins yester day bombarded the Austrian fortifications of San Te odo and Cattaro wtihout, however, inflicting serious damage. DETAIN GERMANS. Amsterdam.— Fifty-nine German soldiers from Mecklenburg detained after taking refuge on Dutch territory, arriveil here today. They are to be intern ed at Alkmaar. 100 KILLED. * Paris.—lt. is officially announced that the French losses at Altkirch did not exceed 100 killed and wounded. RELIEVE ITALIANS. Paris. —President Ponicare and Premier Viviani have taken measures to relieve Italians in France who are suffering as consequence of war. 40,000 VOLUNTEERS. Brussels, (via London) —Patriotic enthusiasm is running high. The minister of war announces that 40,000 volunteers have presented themselves. VAN DYKE DENIES. The Hague.—The American minister, Henry Van Dyke, denies a report published in Berlin that his son has enlisted in the German army. Young Van Dyke is helping his father here. SENDS SI,OOO. London. —Ex-Empress Eugenie of Frapce today sent to Queen Mother Alexandra a subscription of SI,OOO for Red Cross work. PRINCE OF WALES. L°ndon. —The Prince Wales left Buckingham Palace this morning to join the battalion of the gren adier guards to which he has been assigned. He is to be stationed at the Warley barracks. TAKE AIRPLANE WORKS. Paris.—ln the capture of Muelhausen. the French seized a great aeroplane factory operated by a noted German manufacturer. It is announced the list of German suicides in France has been increased by the death of several women who became despond ent because they were under the necessity of leaving the country. DYNAMITE LADEN. London. —A despatch from Rome to the Daily Chronicle says the Austrian streamer Bayern, laden with dynamite and live projectiles, ie reported trv ing to penetrate the Adriatic Rea. Tt is suspected her mission is to replenish the munitions of the Ger man cruisers Goehen and Breslau. OFFENSE BY AUSTRIA. Paris.—A special despatch from Rome declares public opinion there considers the bombardment of Antivari. the sole port of Monteangro, as an offense by Austria against the interests and rights of Ital ians because of the damage done to the property of an Italian company at that port. AMBASSADOR WAITING. Paris—The Austrian ambassador is awaiting the response of his government to the complaint made by France that Austrian troops were being sent to the French frontier. MILLION BAGS FLOUR. Winnipeg Canada \s offer of a million bags of flour was accepted by the British government In a cable message received today. Government officials completed arrangements to ship the flour about the middle of this week. BELGIUM Brussels The war min ister has issued a proclama tion that every German and Austrian who does not de clare himself within twenty hours would be a spy. Since the Flanders province were placed under martial law two days ago, more than 2,000 have been arrest ed as spies. Brussels (Via London) — The population of Liege maintains its calm a nd the official view is that the sit uation is quite satisfactory. All the approaches to Brussels are well guarded to prevent anything in the nature of a surprise from reconnoitering parties of German cavalry. Small bodies of Uhlans have been signalled in all directions. Generally they had lost their bearings and surren dered immediately on being challenged. Brussels (Via London) — The commander of the forts at Liege, according to an of ficial announcement, re ports that all the forts are intact.
